Hengyang, also known as \"Wild Goose City\", is located in

the south-central region of Hunan Province, with a total area of

15,300 square kilometers and a total population of 6.497 million.

Under its jurisdiction, there are 5 counties, 2 county-level cities

and 5 districts. On July 22, 2021, the Central Committee of

the Communist Party of China and the State Council issued

the Opinions on Promoting High-Quality Development in the

Central Region in the New Era, and Hengyang was designated as

a key city in the central region. Therefore,Hengyang will play a

significant role in the rise of the central region.

Hengyang boasts an advantageous location and convenient transportation,

standing at the crossroads of north and south as well as the intersection of east and

west. Historically, it has been a coveted strategic location for military operations

and a gathering place for merchants. As such, it is recognized as one of the 45 major

transportation hub cities in the country.

south\", is one of the 45 major transportation hub cities in China, and also a city characterized by land port type national

衡阳历为中南地区铁路枢纽，京广、湘桂、怀邵衡三条高铁在

此相交，设有5个高铁站，3小时通勤半径可以辐射3亿人口市场。

全市公路线路里程2.1万公里，其中高速公路668公里，稳居

全省前列。全市“三纵三横一环一联”的高速公路骨架基本成

2023年，南岳机场旅客年吞吐量突破89.1万人次，货邮吞吐量

336吨，同比分别增长113.7%和130.9%。目前，开通航线16条，通达国

内热门城市26个，创造了民航发展的“衡阳现象”。

Hengyang has traditionally been a railway hub in central and southern China,

where three high-speed railways, namely, Beijing-Guangzhou, Hunan-Guangxi and

Huaihua-Shaoyang-Hengyang intersect. With five high-speed railway stations, a threehour commuting radius can radiate a market of 300 million people.

The city’s highways are 21,000 kilometers in length, of which expressways cover

668 kilometers, ranking steadily in the forefront of the province. The framework of the

city’s “three vertical, three horizontal, one ring and one link” expressway network has

been basically established, ensuring that all 5 counties, 2 cities and 5 districts have access

to expressways. Passenger buses are accessible to 98.5% of the city’s administrative

villages

In 2023, the annual passenger throughput of Nanyue Airport exceeded 891,000,

and the throughput of cargo and mail was 336 tons, a year-on-year increase of 113.7%

and 130.9% respectively. At present, a total of 16 air lines have been opened, reaching

26 popular domestic cities, creating the “Hengyang phenomenon” of civil aviation

development.

Hengyang has two thousand-tonnage docks, and water passenger and freight

transportation are integrating into the city's transportation industry in the fastest way.

In 2023, Hengyang sent out 62 China-Europe (Central Asia) Railway Express

trains with a total cargo value of CNY 2.169 billion, a year-on-year increase of 50%; and

sent out 80 Hunan-Guangdong-Africa Rail-Sea Express trains with a total cargo value of

CNY 512 million, a year-on-year increase of 32.4%.

Hengyang has been a commercial hub since

ancient times. The city has vigorously promoted the

dual acceleration of online and offline consumption

and the two-way integration of traditional and

new consumption. Supermarkets and commercial

complexes including Better Life Mall, Wanda

Plaza, I'sopen Square, Shanshan Outlets Plaza are

very prosperous, and the Jiefang Road commercial

center, Jiangdong area, and the High-tech Zone

commercial sub-center are becoming increasingly

mature. In 2023, the deposit balance of financial institutions in Hengyang reached CNY 576.355 billion, an increase of 9.5%;

the total retail sales of social consumer goods was CNY 196.515 billion, an increase of 5.6%.

Hengyang ranked second in the province in total medical resources, with 7.78 hospital beds per 1,000 people and

the basically established 15-minute health service circle. Taking the University of South China and its affiliated hospitals

as a lead, Hengyang has integrated municipal medical resources to construct itself the regional medical center of Southern

Hunan and the provincial TCM medical center. In addition, the city has vigorously developed the biomedicine industry,

accelerating the construction of a biomedicine industrial park. These efforts aim to better protect the lives and health of the

people in Hengyang and its surrounding areas.

售进口试点城市之后，于2022年11月成功

获批设立“中国（衡阳）跨境电子商务综

合试验区”，再添“国字号”试点平台。

2023年，衡阳跨境电商进出口额16.37亿

元。出口产品从黄花菜、鞋靴、陶瓷到电

子书、蓝牙音箱、蓄电池、特高压大容量

变压器、钢管等，“衡品出海”规模不断

扩大、附加值不断提升。

Following the approval as a national pilot city for cross-border e-commerce retail imports in 2020, Hengyang

was successfully approved to set up the \"China (Hengyang) Cross-border E-commerce Comprehensive Pilot Zone\" in

November 2022, adding another \"national-level\" pilot platform. In 2023, the import and export volume of cross-border

e-commerce in Hengyang reached CNY 1.637 billion. Export products range from day-lily buds, footwear, ceramics to

e-books, Bluetooth speakers, batteries, extra-high-voltage large-capacity transformers, and steel pipes. The export scale of

products made in Hengyang continues to expand, with an increasing value added.

先后建成衡阳综合保税区、广州港衡阳“无水港”、

衡阳铁路监管区等开放平台。率先在全省设立首家驻外商

务代表处，依托特变电工等优势企业在境外的常设办事机

构，在科特迪瓦和菲律宾等国设立衡阳市人民政府驻西非

商务代表处和驻菲律宾商务代表处。目前，衡阳中欧（中

亚）班列已稳健运行，目的地为俄罗斯、蒙古和中亚地

区，运送货物主要为衡阳及周边地区所产的钢管、电器和

日用品，运行规模仅次于长沙，居全省第二。2022年4月

26日，开通湘粤非铁海联运衡阳集结中心，进一步加快了

衡阳外向型企业“走出去”。

2020年10月15日，在衡阳铁路监管区成功首发衡阳-比克良中欧班列

Group, Hengyang Railway Supervision Area have been built successively. It has taken the lead in Hunan to set up the first

overseas business representative office in the province. Relying on the permanent offices of advantageous enterprises such

as TBEA outside the country, Hengyang has set up the Representative Office of Hengyang Municipal People's Government

for West African Business in Cote d'Ivoire and the Representative Office for Business in the Philippines. Bound for

Russia, Mongolia, and Central Asia, China-Europe (Central Asia) Railway Express now has been running steadily, mainly

transporting steel pipes, appliances, and daily necessities produced in Hengyang and surrounding areas. Its scale of

operation ranks second in Hunan province, only after Changsha. On April 26th, 2022, the opening of Hengyang ChinaAfrica Rail-Sea Express Hub further accelerated the “Going global” process of Hengyang’s export-oriented enterprises.

Hengyang has a solid industrial foundation. It is one of the 26 old industrial bases in the country and an advanced

manufacturing base in Hunan. Hengyang was one of the three important economic cities in the Nationalist-Controlled Area

During the War of Resistance Against Japanese Aggression, which ranked only after Shanghai in terms of industrial and

commercial tax contributions, so it was called \"Small Shanghai\". From the founding of New China in 1949 to the 1980s,

Hengyang’s GDP accounted for one-third of the province, and the total output value once exceeded that of Changsha,

the provincial capital. There are 1,545 enterprises above designated size, including 1 enterprise with a revenue of CNY

10 billion in the manufacturing sector, 3 enterprises with a revenue of over CNY 5 billion, 18 enterprises with a revenue

of above CNY 1 billion, 2 national champion enterprises (products) of manufacturing industry, and 97 provincial and

above specialized and new \"little giant\" enterprises. In addition, there are more than 540,000 market players and 500,000

industrial workers. Consequently, a complete industrial system has been formed.

Based on the positioning of \"sub-center\", Hengyang focuses on the development of \"center\". With a focus

on \"Manufacturing-driven Development\", it constantly promotes the accelerated development of real economy, and

Songmu Economic Development Zone. In 2022, Hengyang achieved a digital economy output value of CNY 140 billion,

an increase of 17%. In 2023, Hengyang's power transmission and transformation industry registered an economic output

Hengyang accelerated the expansion of urban areas, zones and counties to improve the quality, absorbing the foot

traffic, logistics, capital flow, information flow and other production factors to transfer to Hengyang for promoting industrial

cluster to urban areas, zones and chains. Traditional advantageous industries such as non-ferrous metals and bittern

chemicals are multiplied. The power transmission and transformation equipment industry cluster is included in the Hunan

advanced manufacturing industry cluster. New breakthroughs have been made in tackling key scientific and technological

CNY 19.267 billion, an increase of 17.87%. Among them, TBEA,

kilometers, Songmu Economic Development Zone is

located in the northern suburbs of Hengyang City. It was

established in April 2006 and officially renamed in January

2013. It has been included in the seventh batch of provincial

development zones and the first batch of recycling

transformation demonstration parks in the country, and it is

also a national high-tech industrial base and a pilot zone for

the integration of informatization and industrialization in

Hunan Province.

As the largest rock salt and mirabilite resources base

south of the Yangtze River, Songmu Economic Development

Zone enjoys an excellent transportation location. Based on the rich resources, the Zone focuses on the development

of five pillar industries including bittern chemicals and fine chemicals, new materials, new energy, advanced

Hengyang Comprehensive Bonded Zone (hereinafter referred to as \"the Bonded Zone\") was established on October

25, 2012 with the approval of the State Council, and passed the inspection and acceptance by ten national ministries

and commissions on December 13, 2013. As China’s thirteenth, central China’s third and Hunan’ first comprehensive

bonded zone, the Bonded Zone was opened for formal operation on September 9, 2014 with a planned area of 0.85 square

kilometers and a fenced area of 0.66 square kilometers.

衡阳白沙绿岛高新技术产业开发区是湖南省委、省政府与中核集团战略合作，共同

推进核技术应用产业在湖南落地的主要载体，是全国仅有的两个国防科技工业JMRH创

新示范基地之一，也是国内唯一以核技术应用为特色的省级高新区。

白沙绿岛高新区位于衡阳市中心城区南向发展主轴之上，园区陆地面积47平方公

里，辖8个行政村，共有1.6万人。东以京广铁路为界，南、西、北三面湘江环绕。中欧

班列湘南编组站、东阳渡千吨级码头均位于园区内。

Hengyang Baisha Green Island High-tech Industrial Development Zone is a major carrier for the strategic

cooperation among the CPC Hunan Provincial Committee, Hunan Provincial Government and China National Nuclear

Corporation (CNNC) to promote the landing of nuclear technology application industry in Hunan. It is one of only two

national defense science and technology industry JMRH innovation demonstration bases in the country, and the only

provincial high-tech zone in China characterized by nuclear technology application.

The Zone is located on the southern development axis of the central urban area of Hengyang City. It covers a

land area of 47 square kilometers, and includes 8 administrative villages with a total population of 16,000. Bounded

by the Beijing-Guangzhou Railway to the east, it is surrounded by the Xiangjiang River to the south, west and north.
