学校概况Profile

海南外国语职业学院创建于1947年，是海南省唯一一所公办全日制外语类高等职业院校，也是海南省外语语种最多、外语专业最齐的高校。2012年成为海南省厅市共建高校，2022年4月获批建设省“双高校”。

学校坐落于中国首个滨海卫星发射基地一一文昌市，校园占地面积850余亩，教学条件优越，拥有校内实训室50多个，在全国各地建有近百个校外实习实训基地，设有国家职业教育研究院海南分院、海南省社会科学普及示范基地一东盟语言与文化普及示范基地、海南省应用外语研究基地、国家职业技能鉴定所等多个省级学术机构。

学校现有马克思主义学院、英语学院、国际商务学院、东方语言学院、西方语言学院、国际旅游学院、人文艺术学院、体育学院、国际智能学院等9个二级学院，44个专业（79个专业方向），在校生8000多人，教职工400多人，其中外籍教师30余人，另聘有大批来自国（境）内外高校、研究机构的客座教授和来自行业、企业一线的专家能手。

Hainan College of Foreign Studies (HNCFS), founded in 1947, is the sole full-time public vocational college of foreign languages in Hainan, offering the most complete range of languagerelated majors.HNCFS,which steadily developed into the college co-constructed by Education Department of Hainan Province and Wenchang City in 2012,gained the official approval of being built into a provincial-level"Double-HighPlanCollege”inApril 2022.

Situated in Wenchang City, home to China’s first coastal satellite launch center, the college coversatotalareaof 850\;mu andisblessedwith the advantageousteachingconditions.Ithasmore than50 advanced trainingrooms andnearly100off-campus internship and trainingbases all over the country. It has also established the bases for some provincial academic institutes, such as the National Institute of Vocational Education (Hainan Branch),Hainan Social Science Popularization Model Base, the ASEAN Languages and Cultures Popularization Model Base, Hainan Research Centerfor AppliedForeignLanguages,and National Vocational Skill Appraisal Ofice.

The college consists of 9 schools, namely School of Marxism, School of English Studies, School of International Business, School of Eastern Languages, School of Western Languages, School of International Tourism, School of Humanities and Arts, School of Physical Education, and School of International Al, encompassing 44 specialties (79 major directions). The college boasts an enrollment of over 8,0o0 students and more than 400 faculty and staff members, including around30foreign teachers.The college has alsoengageda significantnumber of visiting professorsfrom the renowned universities andresearch institutionsboth at home and abroad,aswell as expertsfrom various industries.

历史沿革History

学院创办于1947年秋，初址在文昌孔庙，名为文昌子文简易师范学校。1950年4月，文昌人民政府接管学校，同年8月更名为“文昌县立师范学校”；1951年春改称为“文昌师范学校”；1957年更名为“广东文昌师范学校”；1961年6月迁址文昌文教宋六坡部队营房续办，1968年因“文革”解散停办，1970年借用文昌侨中校舍复办，1981年迁到现址。海南建省后，1988年5月改为“海南文昌师范学校”；1993年9月改为“海南外国语师范学校”；2003年6月升格为“海南外国语职业学院”，2004年3月28日挂牌。

Founded in 1947, the college was at first named Wenchang Ziwen Facility Normal School located in Wenchang Confucius Temple.In April 1950,the school was taken over by Wenchang government and renamed Wenchang County Normal School. In the spring of 1951, it was renamed “Wenchang Normal School". In 1957 the school was named "Wenchang Normal School of Guangdong" under the administration of Guangdong Province . In 1961, the school moved to Songliu which used to be the old army barracks in Wenchang.In 1968, the school was closed down and it stopped recruiting students due to the“Great Cultural Revolution”.In 1970, the school resumed the admission by using temporarily theshoolbuildingsofWenchangOverseas ChineseMiddleSchool.In 1981,the school moved to its present location,and in 1988,it was named "Wenchang Normal School of Hainan”with the establishment of Hainan province. In 1993 the school was renamed “Hainan Foreign Languages Normal School". In June 2003,approved by Hainan Provincial Government, the school was upgraded to“Hainan Foreign Language College of Professional Education". On March 28,2004,the college was offcially established andbegan to enroll students from all over the country, and is now named “Hainan College of ForeignStudies.

学校坚持以习近平新时代中国特色社会主义思想为指导，坚守为党育人、为国育才，以“立德树人”为根本任务，秉承“会通中外、德能双馨”的校训，对接海南四大重点产业需求，着力培养厚植家国情怀、具有国际视野和跨文化交际能力的高素质应用型“外语+”人才。学校坚持以质量求发展，人才培养成效明显。长期以来，学生在各级各类翻译、演讲、技能、文体等大赛中屡创佳绩，近5年共荣获200余项国家级奖励和500多项省级奖励，尤其是获得全国大学生英语辩论赛、英语写作大赛、日语技能大赛、BETT全国商务英语翻译大赛、创新创业全国管理决策模拟大赛、全国供应链大赛等特等奖及一等奖等，屡次开创了我省高校参加国家级比赛的最好成绩；涌现出“中国大学生自强之星”“海南省大学生自强之星标兵”“优秀共青团员”等一批先进典型。

The college upholds the fundamental task of fostering virtue by education while embracing its motto of “Connecting the World, Developing to the Full." To better serve the needs of Hainan’s four key industries, the college focuses on nurturing high-quality “FL+” applied talents with strong patriotism, international vision and cross-cultural communication skills. Consistently driven by a passion for high-quality development, the college has achieved remarkable results in talent cultivation. Over the years, students have made the outstanding achievements in various competitions concerning translation, speech, skills, and sports. Notably, in the past five years alone, the students have earned over 200 national-level awards, as well as more than 500 provincial-level awards. The college has repeatedly distinguished herself among the universities and colleges in Hainan, securing numerous National Grand Prizes and National First Prizes in prestigious competitions, such as the National English Debating Competition, the English Writing Contest, the Japanese Proficiency Competition, the BETT National Business English Translation Competition,the“Innovation and Entrepreneurship Cup”National Management Decision Simulation Competition, and the National Supply Chain Competition. The Teaching Staff and Faculty

学校现有教职工400多人，其中每年聘请各语种外籍教师近30人，具有硕士研究生学历（学位）以上教师180多人，具有高级职称教师70多人，具有硕士、博士学位专任教师比例达63%，高层次人才68人。学校实施“人才强校”战略，引进了一批国内有影响力的外语教学专家、留学归国人才、商贸与旅游行业资深专家来校任教，培养了一批省级教学名师、骨干教师，同时聘请了大批来自国（境）内外高校、研究机构的客座教授和来自行业、企业一线的专家能手；实施教师职业发展和能力提升计划，选派专业教师赴境外培训学习和到企业挂职锻炼，打造了一支“专家引领、中外融合、专兼结合”的优秀教学团队。近5年，教师获得200多项省级、50多项国家级荣誉和奖励。成功打造应用外语、国际商务2个省级高水平专业师资团队，积极培育了旅游管理、东盟语、欧盟语等多个校级高水平专业师资团队。

HNCFS posseses over 400 teaching staff and faculty members, including approximately 30 foreign teachers. Among them,more than 180 people hold postgraduate degrees,and over70 have senior professional technical titles.Noticeably, 63% of the full-time teachers have attained Master's Degree or Doctor's Degree. The college boasts 68 High-level talents. The college has been implementing the strategy of talent-driven development. So far, the college has engaged a number of influential domestic experts of language teaching, exceptional overseas returned talents, and senior specialists from the foreign trade and tourism industries. The college has also successfully cultivated a multitude of provincial-level Distinguished Teachers and backbone teachers, while engaging a wealth of visiting professors from esteemed institutions both at home and abroad, as well as experts from various industries. A comprehensive plan for teachers’ career development and skill enhancement has been carried out, selecting the teachers to go abroad for further study and training, and offering opportunities for on-the-job placements in enterprises. Through the concerted efforts we've built an outstanding teaching team led by experts,integrating Chinese and foreign educators,and combining the full-time and part-time teachers.Furthermore,in the past five years,the teachers have won over 200 provincial-level honors and awards and more 50 national-level ones. Due to the outstanding achievements we have made, we have established two provincial high-level professional teacher teams, specializing in applied foreign languages and international business. We also actively cultivate several college-level high-level professional teacher teams in the fields of tourism management, ASEAN languages,European languages,etc.

学校主动对接国家“一带一路”倡议和海南自贸港需求，外语办学语种由12门增至18门，实现东盟语种全覆盖。突出“一语多职、一职多语”特色，坚持“强专业、重技能、提素养、育全人”的理念，推进“五育并举”和双创实践、区域文化协同育人，实施“教、学、训、做、评”一体化课程教学设计，构建了“一体两翼双赋能”特色发展专业格局，“外语 ^+ 人工智能+”应用型人才培养模式。应用外语专业群和国际商务专业群成功入选省高水平专业群建设项目，应用英语专业获GDI智库高职专科专业评估A档专业。应用外语专业群认定为首批海南省产教融合特色专业群，国际商务专业群认定为第二批海南省产教融合特色专业群，获批省首批职业院校教师教学创新团队2个，国际智能语言服务产教融合共同体认定为海南省第一批行业产教融合共同体培育建设对象，国际语言服务产业学院认定为海南省高等职业院校现代产业学院建设项目。深化科研评价体系改革，持续加大资金投入力度，打造“三基地多中心”的“3+N”学术科研应用体系。海南省语言服务国际化与数字贸易重点实验室获评2024年海南省哲学社会科学培育实验室。《当代外语教育》被中国社会科学评价研究院评为“2022年度中国人文社会科学学术集刊AMI综合评价”入库集刊。近年来，教师承担省级以上科研项目180余项，发表论文600余篇、出版专著80余部，斩获多项省社科规划课题（含基地课题），实现国家社科基金、教育部高校产学研创新基金、省哲学社会科学规划重点项目新突破。

The college actively aligns with the national Belt and Road Initiative and the demandsfor HainanFree TradePort.The number of foreign languages being taught has increased from 12 to 18, achieving full coverage of ASEAN languages. Highlighting the characteristics of “Multiple Occupations for One Language and Multiple Languages for One Occupation", adhering to the concept of "Strengthening Majors, Emphasizing Skills, Improving Qualities, and Cultivating All-round Talents", promoting the “Simultaneous Implementation of Overall Education", innovation and entrepreneurship practices, and collaborative education with regional culture, implementing the integrated curriculum teaching design of \*Teaching, Learning, Training, Doing, and Evaluating", the college has constructed a characteristic development professional pattern of "One integration, Two Wings, and Dual Empowerment” and an applied talent cultivation model of “Foreign Languages ^+ ArtificialIntelligence +^{\bullet} The Applied Foreign Language Specialty Cluster and the International Business Specialty Cluster have successfully been selected into the provincial high-level construction projects of specialty cluster. The Applied English Specialty has been rated as an A-level specialty in the specialty evaluation of higher vocational colleges by the GDI Think Tank. The Applied Foreign Language Specialty Cluster has been identified as the first batch of characteristic specialty clusters integrating industries and education, and the International Business Specialty Cluster has been identified as the second batch of characteristic major clusters integrating industries and education in Hainan The college's two high-vocational teaching innovation teams have been approved as thefirst batch of the Hainan provincial-level teams.TheInternational Intelligent Language Service Community for the Integration of Industry and Education has been identified as one of the cultivation and construction objects of the first batch of industry-education integration communities in Hainan. The International Language ServiceIndustrial Institute has been identified as a construction project of modernindustrialinstitutes inhighervocational colleges in Hainan Province.Deepening the reform of the scientific research evaluation system, continuously increasing capital investment,the collegehasbuilt a ^{66}3+N° academic and scientific research application system of "Three Bases and Multiple Centers". Hainan Provincial Key Laboratory of Language Service Internationalization and Digital Trade has been rated as Hainan Provincial Cultivation Laboratory of Philosophy and Social Sciences in 2024. “Contemporary Foreign Language Education" has been rated as a journal included in the “AMI Comprehensive Evaluation of Academic Journals in Humanities and Social Sciences in China in 2022" by the Chinese Academy of Social Sciences Evaluation Institute. In recent years, the teachers of the college have undertaken more than 180 scientific research projects at or above the provincial level, published more than 600 papers, and published more than 80 monographs. They have won multiple provincial-level social science planning projects (including base projects), achieving new breakthroughs in the National Social Science Fund, the Industry-Education-Research Innovation Fund from the Ministry of Education for Colleges and Universities, and key projects oftheProvincial PhilosophyandSocial SciencePlanning.

国际交流合作International Exchange and Cooperation

学校全力服务“海南国际教育创新岛”建设，不断扩大与“一带一路”沿线国家尤其东盟国家的教育交流合作，为师生搭建广阔的出国留学、带薪实习、社会实践等平台，让每一位海外院学子都拥有更高、更广阔的国际交流学习平台。学校将国际化理念融入到人才培养、科学研究、社会服务和管理的全过程，紧紧围绕国家“一带一路”建设和国际化人才培养需求进行布局，探索多层面的国际教育合作形式，每年吸收来自各国，尤其是“一带一路”国家高校的学生来校学习。与外国教育机构合作，举办各类短训班和教师进修项目；与美国、英国、澳大利亚、俄罗斯、德国、意大利、韩国、日本、马来西亚、印度尼西亚、泰国、柬埔寨、老挝、越南、瑞士、葡萄牙、西班牙、罗马尼亚、克罗地亚、埃及等国家的50多所院校签署合作协议，举办短期游学、优秀课程引进、^{3+1} ^{2+2} 2+3° 专升本、专升硕等学历提升项目和实习就业项目。近年来，一批又一批优秀学生通过学校搭建的国际交流合作平台，出国进行交流学习，2020年以来一批又一批优秀毕业生不断考取俄罗斯、泰国等国高等学府硕士研究生。

HNCFS bolsters its efforts in supporting Hainan’s transformation into the “Pacesetting Island for Internationaloriented Education". The college continuously boosts educational exchanges and cooperation with countries along the Belt and Road, especially the ASEAN nations, providing abundant opportunities for both the teachers and students to engage in overseas study,paid internships and social practice.It infuses internationalization into all aspects of its operations, including talent development, research, social services, and management. With a steadfast focus on the BRI and the internationalized talent cultivation, the college has been exploring diverse forms of cross-border education cooperation.Each year, the college attracts foreign students,particularly those from colleges in the Belt and Road countries, to study here. We've also hosted a variety of short-term training classes and further-study programs for teachers in partnership with global educational institutions. Besides,the college has also forged cooperation agreements with more than 50 universities and colleges worldwide, facilitating short-term study tours, introducing high-quality courses, and promoting flexible education programs such as ^{\ast}3+1 ^{66}2+2 ,”and ^{\ast}2+3^{\ast} to aid students in advancing to university or even postgraduate levels.Thanks to the college's international exchange and cooperation platform, a considerable number of excellent students have participated in overseas studies and exchanges in recent years. Since 2020, many outstanding graduates have gained admission to universities in Rusia, Thailand and othercountries to pursue Master'sDegrees.

社会服务Social Services

学校大力加强多语种服务人才团队建设，每年选派师生志愿者为博鳌亚洲论坛、中国国际消费品博览会、中非农业合作论坛、南洋文化节等大型国际活动提供志愿服务。被授予博鳌亚洲论坛年会志愿者“钻石合作单位”，多次得到消博会组委会表彰。积极助力海南全面提升公民外语水平行动，开展公共场所外语标识标牌纠错“啄木鸟”行动，为公务员和公安民警提供多语种和涉外业务培训。连续多年承办全省暑期中小学英语教师口语培训，打造了海南中小学“阳光快乐”特色印记外语教育培训品牌。创新“媒体 ^{+} 院校”合作模式，与南海网共建海南国际传播中心，助力讲好“海南故事”，传播“自贸港声音”。在新冠疫情期间，组织多批次干部教师志愿者支援全省疫情防控，获省委组织部、省教育厅表彰。选派9名干部到定安新竹镇祖坡村，文昌东郊镇码头村、蓬莱镇蓬莱村开展定点扶贫和乡村振兴工作，两任第一驻村书记获“全省脱贫攻坚先进个人”称号，定点帮扶工作两次获评全省“优秀”。

HNCFS has intensified the concerted efforts to strengthen the construction of a multilingual service talent team. The teachers and students volunteers are annually selected for major international events in Hainan, such as the Boao Forum for Asia (BFA), the China International Consumer Products Expo (CICPE), the Forum on China-Africa Cooperation in Agriculture(FOCACA),and theNanyang Culture Festival.The college was awarded the“Diamond Cooperation Unit"of the BFA Annual Conference 2022 for students'volunteer work, and was highly commended by the organizing committee of the CICPE for many times.The college has played a proactive role in Hainan’s action to comprehensively improve the foreign language proficiency of citizens. The measures taken include launching the“Woodpecker”Action to rectify the errors on the foreign language signage in public places, and providing multi-language and foreign-related business training for civil servants and the public security police.The college has also organized the oral English training for primary and secondary schoolteachers in this province during the summer vacation forthe consecutive years,and created a foreign language education and training brand—"Sunshine & Smile”in Hainan's primary and secondary schools. In addition,through its innovative“Media ^+ College”cooperation model, the college works as a partner of Hinews.cn to build the Hainan International Media Center (HIMC), better telling Hainan's stories, making FTP's voice heard and enhancing its global visibility.The college has been actively engaged in combating the COVID-19 pandemic and alleviating poverty. During the pandemic, Multiple teams of cadres and teachers were assigned to support epidemic prevention and control on the island, and were commended by both the Organization Department of the CPC Hainan Provincial Committee and the Education Department of Hainan Province.Nine cadres were dispatched for targeted poverty reduction and rural revitalization in Zupo Village, Xinzu Town of Ding'an County, Matou Village, Dongjiao Town of Wenchang City,and Penglai Village of Penglai Town respectively.Among them, two first secretaries were awarded the title of“Provincial Outstanding Individual for Poverty Alleviation", and the college’s paired assistance was rated"Excellent"twiceinthewholeprovince.
