□ Editorial Department

Preface

Ouhai is named after the statement “Ou lies in the midst of the sea” in Classic of Mountains and Seas, an ancient

Chinese book. Its dragon boat culture dates to the Tang and Song dynasties. Since then, every Dragon Boat Festival would

transform Ouhai’s rivers into bustling scenes, with dragon boats racing competitively on the water and crowds cheering

enthusiastically on the banks. It is this very rich heritage that laid the foundation for hosting the dragon boat event of the

Hangzhou Asian Games. From October 4 to 6, 2023, Ouhai stood confidently in the spotlight, capturing global attention.

Resembling a dragon flying out of the scenic and expansive Tanghe River, its Dragon Boat Sports Center left lasting

memories for athletes and spectators worldwide.

New situations and new contexts call for new ways of communication. Seizing the opportunity of co-hosting the

Hangzhou Asian Games, Ouhai District made every effort to enable more friends from both home and abroad to acquaint

themselves with Wenzhou and embrace Ouhai by focusing on dragon boat culture, narrating the captivating story of the

Asian Games Dragon Boat Event, and disseminating Ouhai’s cultural essence. For the competition, Ouhai hosted a total of

7 saturated press conferences, drawing 114 journalists from various domestic and international media outlets. When it went

on, in addition to the 332 related reports published by China’s state-level, Zhejiang provincial, and Wenzhou municipal

media with a total online exposure exceeding 300 million, it was also the focus of many major international media such as

The Associated Press, ETToday, and Macau Sports Weekly, making the stories of Ouhai reach a broader audience.

Distance does not hinder understanding; we are still neighbors even far away from each other. During the Asian Games

dragon boat events, Ouhai District hosted 157 representatives from 50 domestic and international media outlets, including

The Associated Press, South Korea’s TvChosun, ETToday News, Taiwan Olympic Quarterly, and Hong Kong Cable. It

was unanimously praised by these agencies for its hospitality. A highlight was the release of the Asian Games dragon boatthemed publicity video, Totem of A Watertown, which featured prominently on the homepage of Xinhua News Agency’s

official website and was broadcast on the official video platform of the Hangzhou Asian Games. Additionally, Ouhai District

held over 10 exchange activities with foreign Asian Games volunteers of Ou·Hi International Communication Center, such

as “Ah Da Sharing Dragon Boat Culture” and “Overseas Students Participating in the Dragon Boat Culture Festival,” to

narrate its unique charm through the perspective of international students.

President Xi Jinping said,“Narrating stories is the optimal approach to international communication.” Today’s Ouhai,

upholding a heritage spanning a millennium, has experienced substantial leaps in social, economic, and urban development.

Here, the ancient charm intertwines with modern sophistication, tradition converges with innovation, and clear waters blend

with prosperity. Embarking on a new journey, Ouhai needs to narrate its stories more effectively, disseminate them widely,

making the audience enjoy the narratives and gain valuable insights.

Ou·Hi Building New Context for the International

Communication of Ouhai Culture

On June 30, 2022, Ou·Hi International Communication Center (OICC), the first “school-community

collaboration” international communication center in Wenzhou, was officially established at the School of

Foreign Studies of Wenzhou University. This marks a significant innovative initiative to develop Ouhai’s culture,

advance its civility, and enhance the overall image of Wenzhou.

Making Wenzhou’s Voice Heard Worldwide in a

New Communication Context

President Xi Jinping stated in his Report to the 20th National

Congress of the Communist Party of China that China would

accelerate the development of its discourse and narrative systems,

better tell China’s stories, make China’s voice heard, and present

a China that is credible, appealing, and respectable. To build a

socialist culturally strong nation, it is of great significance to

strengthen China’s international communications capabilities,

make her communications more effective, and deepen exchanges

and mutual learning with other civilizations and better present

Chinese culture to the world.

Wenzhou has long been praised as the “Hometown of

Traditional Crafts,” the “Pioneer Front of Reform and Openingup,” and the “Poetic Wonderland.” This fertile and picturesque

land boasts remarkable cultural treasures such as the Yongjia

School, Southern Style Boxing Culture, and the Spirit of

Wenzhou, which embellish the celestial canvas of Chinese culture

with brilliant strokes. Facing intense global cultural collisions and

integration, one must come up with ways to harness these rich

local resources to create a high-quality cultural communication

gateway and showcase the unique charm of Wenzhou, a challenge

with profound significance for our times.

“In the new communication context, urban international

communication is transitioning from ‘unidirectional’ to

‘interactive’. So ‘empowering Wenzhou to articulate, enabling

Wenzhou to articulate effectively, and making Wenzhou’s voice

heard by the world is a crucial engine driving the high-quality

development of Wenzhou,” exclaimed Pan Yuju, Vice President of

Wenzhou University.

It was in response to this new landscape OICC emerged.

It is the first school-community collaboration international

communication center in Wenzhou, jointly established by the

Ouhai District CPC Committee’s Publicity Department and the

School of Foreign Studies of Wenzhou University. The center

extensively explores Wenzhou’s exceptional culture, experiences,

and Ouhai’s educational and cultural resources. It holds periodic

activities for international communicators, including voluntary

services, cultural exchanges, folk experiences, and technological

exploration, to vividly showcase Wenzhou’s unique culture,

China’s significant achievements, and the contented lives of

Wenzhou residents. Through these efforts, the center seeks to

propel the internationalization of regional culture, ensuring

that Wenzhou’s positive voices are heard, and China’s latest

accomplishments are seen by the whole world.

Diverse Services Facilitating Two-way Cultural

Exchanges Between China and Foreign

Countries

Language, a vital system of communication and thought

symbols, is a bridge between different civilizations and a

significant force propelling the collective progress of human

civilization. Leveraging the academic expertise in English of

Wenzhou University’s School of Foreign Studies, OICC has

recruited outstanding students from Wenzhou Higher Education

Park, forming a dynamic, energetic, and ambitious team. It has

created accounts on various domestic platforms like WeChat,

Bilibili, Xiaohongshu, as well as international platforms

such as Twitter to release works. Through this rich array of

communication channels, it aims to construct an international

cultural communication visual matrix.

Since its establishment, OICC has held a series of events

with students from both home and abroad and has received

widespread acclaim from media outlets such as Wenzhou Daily

and Wallstreetcn. Its 2 editions of the Ou·Hi Lawn Concert held in

the fall of 2022 and the spring of 2023 added a unique charm and

flavor to the Qingdeng Bazaar, allowing foreign friends to deeply

experience the open and inclusive charm of Wenzhou. The themed

fun class held on Lei Feng Memorial Day at Rongyuan School,

through interactive sharing, achieved a bidirectional cultural

exchange between China and foreign countries, holding significant

educational importance and cultural export value.

On top of hosting events and establishing a bridge for

international communication and exchange, the center has

also established the International Language Volunteer Service

Ouhai on the World Stage

Base, which plays a key role in providing high-quality bilingual

volunteers for major events such as the Hangzhou Asian Games

and the Youth Scientists Summit. The center strives to showcase

the excellent charm of university students in the new era,

especially their broad horizon and sense of responsibility.

Harnessing Major Platforms to Enhance the

Center’s Reach and Impact

At present, OICC, based in Ouhai and oriented towards

Wenzhou, disseminates excellent traditional Chinese culture to the

world. This dynamic platform has drawn over sixty international

students from various parts of the globe. Through meticulous

planning and hosting of more than 50 events, it has successfully

promoted cultural exchange and communication.

Furthermore, the center’s publicity team is dedicated to

executing effective post-event promotion. Publishing VLOGs

on platforms like Xiaohongshu, Bilibili, and Twitter, has drawn

substantial attention to the center. Its rich and well-edited

multimedia content, comprising images and videos, ensure

comprehensive information dissemination. As a result, its social

media accounts witness a steady increase in followers, video

views, likes, comments, and shares, expanding its reach and

influence.

Furthermore, the center has written great press releases and

contributed them to major media platforms, garnering recognition,

and coverage from notable media outlets, such as Wenzhou News,

Wenzhou Daily, Wenzhou Evening News, Wallstreetcn, and

Xuexi.cn. It has also performed well in competitions: its work

“Test Flight–Flying the Pioneering Spirit of Zhejiang” received

the provincial silver award in the “ILTRP · ETIC Cup” Telling

China’s Stories in Foreign Languages; its video “Wenzhou

Rice Sculpture” secured the first national prize in the 2023

“Higher Education Press Cup” Telling China’s Stories in Foreign

Languages by College Students.

Percy, hailing from Ghana in Africa, goes by the Chinese

partly from the tradition of boat racing in his homeland, Ghana,

which imparts a sense of familiarity when he watched dragon boat

races in Wenzhou. Additionally, the grand spectacle of Wenzhou’s

dragon boat events exerted a profound impact on him, inspiring

him to share the mesmerizing stories of Wenzhou with a broader

audience.

Ah Da shared that he has been living in China for 13 years; now

he is a communicator of Ouhai, Wenzhou and a university lecturer.

During the Hangzhou Asian Games, he worked as a volunteer

guide at the Wenzhou Dragon Boat Culture Museum.

“You might wonder why a foreigner like me would be a

guide for dragon boat culture. Well, the story goes way back. In

Ghana, Africa, we also have boat racing during some traditional

festivals. But compared to the dragon boats in Wenzhou, ours

are like ‘a minnow in the presence of a shark.’ Here in Wenzhou,

almost every village holds dragon boat races when the Dragon

Boat Festival approaches. I was captivated by its lively atmosphere

the moment I saw it.”

“It’s truly ‘amazing.’ Returning home, I even learned to

paddle dragon boats from my classmates!” Love for dragon boats

has fueled Ah Da’s passion for communicating the wonderful

Mikhail’s been the tall kid on the block since elementary

school, standing head and shoulders above the rest and soaking in

that fresh air from the top. His introduction to kayaking happened

by chance when he stumbled upon a kayaking competition on

television. Instantly captivated, he embarked on the journey of

kayaking.

Mikhail shared that he was initially drawn to Wenzhou

by its business culture, his family hoped he would learn some

business skills in the city. Then he chose Wenzhou University

because it performed very well in kayaking competitions and

because he was eager to immerse himself in Wenzhou’s distinctive

landscape culture. Enrolled into the university, he was selected as

a representative of international students to attend its welcoming

ceremony for the Class of 2023. Following that, he participated

in the 2023 World Wenzhounese Conference, taking on roles as a

youth ambassador and an international communicator of Wenzhou

City.

In his leisure time, Mikhail keeps enhancing his childhood

passion. With the help of his teachers, he got in touch with the

local kayaking club in Wenzhou and became its member. The

inaugural Wenzhou University Dragon Boat Race in 2023 opened

new opportunities for Mikhail. Not only did he participate in

the dragon boat competition, but he also joined kayaking races

and even formed his own kayaking team. This experience made

Mikhail confident in introducing the sport to more international

students and sparking their interest in and love for paddling.

The year 2020 when Tanson arrived in China witnessed the

outbreak of the Covid 19 pandemic. However, he considers it his

luckiest year because in that time the pandemic spread rapidly

overseas, infecting many people, but China remained very safe.

Then he stayed and embarked on his academic journey in China.

When asked about the reason for coming to China, he said it

was to look for his own path. He aims to study diligently in China,

broaden his horizons, and then return to his home country to

provide a better life for his family. Additionally, he hopes to apply

the knowledge gained in China to develop his homeland.

Tanson declared that Wenzhou has become his second home,

where he feels warmth. Despite initially feeling uncomfortable

with its climate and experiencing occasional illness, he appreciates

the care and concern from his teachers and classmates, which

made this young man from a distant land sense a love akin to that

of his family. Then he quickly “agreed” with Wenzhou’s climate

and adapted to the life in the city.

For many, college life means boundless joy; this is no

different for Tanson. He studies diligently, achieves outstanding

grades, and continually improves his proficiency in Chinese. Using

Chinese, he hosted the 2023 Qingdeng Bazaar Concert by Ou·Hi

International Communication Center. He received widespread

acclaim for his fluent Chinese and was awarded the third prize

in the 11th Zhejiang Provincial Chinese Classics Recitation

and Calligraphy Contest for international students. When asked

about his feelings on winning, Tanson said he has taken another

step closer to mastering the Chinese language, deepening his

understanding of China.

Chinese Dragon Boat Leading Traditional

Asian Water Sports onto the Global Stage

□ by Ci Xin, China Youth News

From October 4 to 6, the dragon boat competition of the Hangzhou Asian Games unfolded in Wenzhou, one of the cohost cities. The Wenzhou Dragon Boat Sports Center, nestled amidst mountains and waters, created indelible memories

for all participating teams with its excellent venue conditions and picturesque scenery. Its purpose did not end with the

conclusion of the three-day competition but it became one of the legacies of the Asian Games, serving as fertile ground to

further propel the global development of dragon boat sports.

Dragon boat racing, originating from China, is not only a sport but also a carrier of rich traditional Chinese culture.

As a featured event of the Asian Games, it, in the broad sense, encompasses various traditional boat sports from East Asia

and Southeast Asia. It’s hoped that dragon boat racing shall led these traditional sports onto the world stage.

On October 6, the last day of the dragon

boat competition, the Indonesian team

finally secured a gold medal in the men’s

dragon boat 1000-meter event, fulfilling their

aspiration to win at least one gold medal in

this field of the Hangzhou Asian Games.

The team is one of the traditional

p o w e r h o u s e s i n t h e d r a g o n b o a t

competition at the Asian Games. In the

inaugural dragon boat event at the 2010

Guangzhou Asian Games, Indonesia

clinched an impressive three gold medals

in the men’s category. The decision to

include the dragon boat event at the 2018

Jakarta Asian Games was influenced by

the country’s strong grassroots support and

remarkable competitive prowess in this

field.

Like Indonesia, Thailand, with its

network of waterways, also boasts a

strong grassroots foundation in dragon

boat racing. Vinya Cseeshomuem, the

head coach of the Thai team, shared that

Thailand’s traditional boat is referred to as

the “elephant boat.” Just like dragon boat

racing in China, the elephant boat racing

holds significant cultural importance in

Thailand and is a traditional boat activity

with widespread participation among the

public.

Zhang Wenjian, the Dean of the

School of Physical Education and Health

at Wenzhou University, who has conducted

in-depth research on dragon boat culture,

argued, “To understand the connection

between dragon boat racing and traditional

rowing activities in Southeast Asian

countries, one must first acknowledge

the long history of the former. Dragon

boat racing originated in China during

the Spring and Autumn Period and has

persisted for thousands of years. Rowingrelated activities prevalent in various

regions, particularly in coastal and

riverside areas. When dragon boats were

introduced to Southeast Asian countries,

they inevitably merged with the local

cultural elements. However, in terms of

historical origins, these traditional rowing

activities can still be traced back to China’s

dragon boats.”

In addition, Chinese expatriates and

overseas Chinese worldwide have also

helped to bring dragon boat culture to

various corners of the globe, promoting

the cultural tradition of Chinese dragon

boat racing in local contexts. Currently,

in Europe, North America, and other

regions, the organization of dragon boat

activities relies significantly on the active

participation of local Chinese communities

and overseas Chinese.
