海曙区位于宁波市中心区域，地理位置优越，气候宜人,历史悠久，交通发达，是一个宜业宜居的品质城区。

Haishu district is situated in the center of Ningbo city. Owing to its favorable geographical location and pleasant climate, Haishu district is now well-known as an extraordinary livable place with special human heritage of long history and brilliant system of developed transportation.

地理位置

Geographical Position

海曙区位于宁波市的中心区域，东临奉化江，北濒余姚江，西与余姚市接壤，南与奉化区连接。全区面积595.2平方公里，年末常住人口107.2万人，户籍人口64.5万人。辖区内有铁路宁波站、汽车南站、宁波栎社国际机场、宁波客运中心，沪杭甬高速公路宁波市区出入口设在海曙区，轨道交通1、2、4、5号线均在辖区内换乘，所有的市内公交线路和出租汽车几乎全经由海曙辐射市区的四面八方。

Haishu district is located in the center of Ningbo city, bordering Fenghua river in the east, Yuyao river in the north, Yuyao city in the west and Fenghua district in the south.Covering a total area of 595.2 square kilometers, the district has a year-end permanent resident population of 1.072 million and a registered population of 645,000. Ningbo railway station, the south bus station, Ningbo Lishe International Airport and Ningbo passenger transport center are all located in the district. The entrance and exit of ShanghaiHangzhou-Ningbo expressway are also situated in the district. Moreover, Rail transit line 1, 2, 4, 5 are all transferred within the district and thus the traffc lines and cab services radiated in all directions of the whole city.

历史沿革

海曙区以821年（唐长庆元年）始建、1585年（明万历十三年）重建的海曙楼而得名。
821年以后历为州、路、府治和鄞县县治。清时一度为驻宁绍台道。

Haishu district took its name from the Haishu Building located in the region, which can be dated back to the Tang Dynasty. This building was first established in the year of 821, and was rebuilt in 1585 in the Ming Dynasty. Since 821, it has served as the administrative seat of various jurisdictions, including prefectures, circuits, and Yin County. During the Qing dynasty, it was temporarily the seat of the Ning-Shao-Tai Circuit.

1949年11月，分设海曙、镇明两区公所，1951年5月建海曙、镇明两区人民政府，1978年9月省政府批准海曙、镇明为市辖区一级（县级）政权建制，1984年3月省政府批准海曙、镇明两区合并，成立海曙区。

In November 1949, Haishu and Zhenming district offces were established separately. In May 1951, the Haishu and Zhenming District People's Governments were formed. In September 1978, the provincial government approved Haishu and Zhenming as county-level administrative districts under the jurisdiction of the city. In March 1984, the provincial government approved the merger of Haishu and Zhenming districts to form Haishu District.

2016年9月，原鄞州区9个乡镇街道划入海曙。

In September 2016, nine townships (including sub districts) in the former Yinzhou district were assigned to Haishu district for the administrative readjustment.

文化古迹

海曙区历史悠久，区内有全国重点文物保护单位、我国现存历史最久的藏书楼天一阁藏书楼，国家级文物保护单位、明末清初大思想家黄宗羲讲学旧址白云庄，有始建于唐代的海曙楼（鼓楼）、天封塔、咸通塔、它山堰，建于宋代的百梁桥，建于明朝的宁波府城隍庙等等。宁波市天一阁博物院入选第四批国家一级博物馆。

Historical Sites

With its long history, Haishu district boasts quite a few famous historical sites in the area, such as the Tianyige Museum (the oldest and well-preserved library in China today), Baiyun Mansion (a lecturing house by the great thinker of the Ming Dynasty, Huang Zongxi), Haishu Building (also, the "drum tower", built in the Tang Dynasty), Tianfeng Tower (built in the Tang Dynasty), Xiantong Tower (built in the Tang Dynasty), Tuoshan Weir (built in the Tang Dynasty), Bailiang Bridge (built in the Song Dynasty) and Ningbo Chenghuang Temple (built in the Ming Dynasty). The Tianyige Museum has been selected into the fourth batch of national first-class museums.

气候条件

海曙区属北亚热带湿润型季风气候，温和湿润，雨量充沛，光照充足，四季分明。常年平均气温 17.7%;1 月最冷，平均气温 5.8°C~;~7 月最热,平均气温 29.1°C 。常年总降水量为1528毫米,雨日153.8天。常年平均日照1709小时。

CLIMATE

Haishu enjoys a subtropical humid monsoon climate with abundant rainfall and sunlight in four distinctive seasons. The weather is mild and humid and the annual average temperature is 17.7°C. It is coldest in January and warmest in July with the average temperatures being 5.8°C and 29.1°C respectively. During a year, 153.8 days are rain days. The annual precipitation is 1,528\ \mathsf{mm} and the average annual sunshine duration is 1709 hours.

行政区划和人口规模

海曙区下辖7个镇、1个乡、9个街道办事处、163个行政村、112个社区、3个城镇居委会。区人民政府位于县前街61号。2024年末全区户籍总户数263568户，总人口为644997人。按性别分，男性310746人，占 48.2% ；女性334251人，占 51.8% 。全年出生人口3528人，死亡人口3930人。

Administrative Division and Population

There are 7 towns, 1 township, 9 sub district offces, 163 administrative villages, 112 communities and 3 town neighborhood committees in Haishu district. The district people's government is located at No.61, Xianqian street. By the end of 2024, the district has registered households of 263,568 with a total population of 644,997, among whom, 310,746 are males and 334,251 are females, accounting respectively for 48.2% and 51.8% of the total population. The year 2024 saw 3,528 births and 3,930 deaths.

2024年，全区生产总值（GDP）1750.19亿元，按可比价计算，同比增长 4.6% 。按常住人口计算，全区人均GDP为16.4万元，增长 3.9% 。

In 2024, the GDP of Haishu District reached 175.019 bilion yuan, with the year-on-year increase of 4.6% calculated at comparable prices. According to the permanent resident population, the per capita GDP of the whole district reached 164,337 yuan, with an increase of 3.9% ，

财政收支 Fiscal Revenue and Expenditure

2024年，财政总收入207.57亿元，同比下降 5.0% 。其中，一般公共预算收入125.34亿元，下降 3.2% 。一般公共预算支出133.66亿元，下降 3.9% ；其中教育、科学技术支出分别增长 6.2% 、和 20.4% 。

In 2024, the total fiscal revenue reached 20.757 billion yuan, with a decrease of 5.0% year on year. Among them, the general public budget revenue was 12.534 billion yuan, with a decrease of 3.2% . The general public budget expenditure was 13.366 bilion yuan, with a decrease of 3.9%, of which the expenditure on education, and science and technology increased by 6.2% and 20.4% respectively.

第一产业增加值18.81亿元，同比增长 1.6% ；第二产业增加值465.04亿元，增长 3.4% ，第三产业增加值1266.34亿元，增长 5.1% ，对经济增长的贡献率分别为 0.4% 、 19.6% 和80.0% 。三次产业结构为1.0:26.6：72.4。

The added value of the primary industry reached 1.881 billion yuan, an increase of 1.6%; the added value of the secondary industry reached 46.504 billion yuan, an increase of 3.4%\dot{,} the added value of the tertiary industry reached 126.634 billion yuan, an increase of 5.1%. contributing 0.4%, 19.6% and 80.0% to the economic growth of the whole district respectively. GDP structure of the three industries of the district was 1.0:26.6:72.4 in the year.

投资Investment

固定资产投资同比下降 1.5% ，其中项目投资增长 48.4% 。民间投资占固定资产投资的比重达 38.6% 。建筑安装工程投资下降 10.7% ，制造业投资增长27.3% 。全年新开工项目159项，年末共有各类在建项目492项，其中计划总投资亿元以上项目180项，5亿元及以上项目89项。全年实现商品房销售面积65.11万平方米。

Fixed asset investment in the whole district decreased by 1.5% year-on-year, of which project investment increased by 48.4%, the private investment accounting for 38.6% of the fixed asset investment. Building installation engineering investment decreased by 10.7%, manufacturing investment increased by 27.3% . 159 new projects were started in the year, and 492 projects were under construction at the end of the year, including 180 projects with a total investment of more than 0.1 billion yuan, 89 projects with a total investment of more than 0.5 bilion yuan. In the whole year, the sales area of commercial housing was 651,100 square meters.

农业农村

全年农林牧渔业总产值26.39亿元，同比增长2.0%，其中农业产值21.41亿元，林业产值1.29亿元，畜牧业产值0.96亿元，渔业产值1.16亿元，农林牧渔专业及辅助性活动产值1.56亿元。入选省深化农村“三位一体”改革重点县。“唐韵”等9个花卉品种获国家植物新品种权，“樟村浙贝”入选第三批省名优“土特产”百品榜，区现代化农事服务中心获省首批五星级农事服务中心。打造市、区两级粮食绿色高产示范基地18个，新建高标准农田项目4个、农田改造提升项目5个、稻田澳洲小青龙综养示范区5个，新增省级优质农产品生产基地2家、省级数字农业工厂1家。

Agriculture and rural affairs

Throughout the year, the total annual output value of the agriculture, forestry, animal husbandry, and fishery industries reached 2.639 billion yuan, representing a 2.0% year-on-year increase. This includes 2.141 bilion yuan from agriculture, 129 milion yuan from forestry, 96 million yuan from animal husbandry, 116 milion yuan from fishery, and 156 million yuan from specialized and auxiiary activities in the sector. The district was selected as a key county for deepening the provincial"three-in-one" rural reform. Nine flower varieties, including "Tang Yun", were granted national new plant variety rights, and "Zhangcun Zhejiang Fritillaria" was lited in the third batch of the Provincial Top 100 Specialty Agricultural Products. The district's Modern Agricultural Service Centerwas recognized as one of the frst five-star agricultural service centers in the province. Throughout the year, 18 municipal- and district-level green and high-yield grain demonstration bases were established. Additionall, four high-standard farmland projects, fve farmland improvement projects, and five integrated rice-Australian crayfish farming demonstration zones were newly built. The district also added two provincial-level high-quality agricultural product production bases and one provincial-level digital agriculture factory.

工业 Industry

全年规模以上工业增加值212.32亿元，同比增长 2.0% ，其中，高新技术产业、装备制造业、战略性新兴产业、数字经济核心制造业增加值分别为105.47亿元、98.57亿元、37.37亿元、18.90亿元。年末拥有规上工业企业836家。增加值前5位的行业为纺织服装、服饰业，电力、热力生产和供应业，电气机械和器材制造业，汽车制造业，通用设备制造业。新增国家级制造业单项冠军示范企业1家、专精特新“小巨人”企业6家，省产业链共同体2个，入选省首批雄鹰企业2家。藕池未来智慧产业园顺利启用，望春工业园区获评国家级绿色园区。

In the whole year, the added value of industries above designated size reached 21.232 billion yuan, increased by 2.0% year-on-year, of which the added value of hightech industry, equipment manufacturing industry, strategic emerging industry and digital economy core manufacturing industry reached 10.547 billion yuan, 9.857 billion yuan, 3.737 billion yuan and 1.890 billion yuan respectively. At the end of the year, the total industrial enterprises above designated size reached 836. The top five value-added industries were the textile and clothing industry, electric power, thermal power production and supply industry, the manufacturing industry of electrical machinery and equipment, the automobile manufacturing industry, and the general machinery manufacturing industry. One national-level manufacturing "single champion" demonstration enterprise, six "specialized, refined, distinctive, and innovative" small giant enterprises, and two provincial industrial chain consortium were added, and two enterprises were selected as part of the first batchof Provincial "Eagle Enterprises". Ouchi Future Smart Industrial Park was successfully launched, and Wangchun Industrial Park was recognized as a national-level green park.

建筑业 Construction Industry

全年建筑业增加值65.08亿元。建筑业产值485.70亿元，其中省内产值410.43亿元。年末共有资质建筑业企业397家，其中，具有特级资质企业7家，一级企业64家，二、三级企业326家，勘察设计企业33家，监理资质企业42家。全年新建130万平方米民用建筑全部实现二星级及以上绿色建筑标准；新开工装配式建筑104万平方米，占新建建筑总面积的 70.5% 8

In the whole year, the added value of the construction industry reached 6.508 billion yuan. The annual output value of the construction industry was 48.570 billion yuan , among which, the provincial output value was 41.043 billion yuan . There were 397 qualified construction enterprises registered in the district, including 7 special grade construction general contracting enterprises, 64 first grade enterprises, 326 second and third grade enterprises, 33 exploration and design enterprises, and 42 supervision enterprises. Throughout the year, 1.3 million square meters of new civil buildings were constructed, all meeting the two-star and above green building standards. Additionally, 1.04 milion square meters of prefabricated buildings were started, accounting for 70.5% of new construction.

金融业 Banking Industry

全年金融业增加值180.90亿元，同比增长 7.3% 。年末本外币存款余额4857.21亿元，增长 6.7% ；本外币贷款余额4678.11亿元，增长 13.5% 。优化海曙区普惠金融线上服务平台，提升科创企业、中小微企业金融资源的可得性和便利性。落地全国首个反诈普惠保险、全市首单知识产权专利海外布局费用损失保险、全市首单白芍种植综合保险等。

Throughout the year, the added value of the banking industry reached 18.090 bilion yuan, up by 7.3% year on year. At the end of the year, the domestic and foreign currency deposit balance was 485.72 billion yuan, an increase of 6.7%; the domestic and foreign currency loan balance was 467.81 billion yuan, an increase of 13.5% . The online service platform for inclusive finance in Haishu district was optimized to enhance the accessbility and convenience of financial resources for tech startups and small and micro enterprises. The country's first anti-fraud inclusive insurance, the city's frst intellectual property patent overseas layout cost loss insurance, and the city's frst comprehensive insurance for white peony planting were implemented.

国内贸易 Domestic Trade

全年社会消费品零售总额928.01亿元，同比增长 2.8% ，总量位居全市第二。银泰百货、第二百货、奥特莱斯、国购四大百货实现零售额49.16亿元，苏宁、五星两大家电实现零售额36.58亿元，欧尚、三江等五大超市实现零售额35.19亿元。消费品以旧换新核销资金约6.4亿元、拉动消费37.4亿元，资金份额占全市比重达 27.3% ,核销及消费拉动金额均居全市第一，发放汽车等各类消费券近4000万元。新增4个中华老字号品牌、1个浙江老字号、5个宁波老字号，重点商圈引进城市首店57家，“ 18+N^{\prime} 外摆空间格局基本形成。

The total retail sales of consumer goods reached 92.801 billion yuan, marking a 2.8% year-onyear increase, ranking second in the city. The four major department stores—Intime, the Second Department Store, Outlets, and International Shopping Center—achieved a combined retail sales of 4.916 billion yuan. The two leading home appliance retailers, Suning and Five-Star, recorded 3.658 billion yuan in retail sales. Meanwhile, the five major supermarket chains, including Auchan and Sanjiang, reported 3.519 billion yuan in total sales. The trade-in program for consumer goods generated 640 million yuan in subsidies and stimulated 3.74 billion yuan in consumption, accounting for 27.3% of the city's total, with both the subsidy disbursement and consumptiondriven amount ranking first citywide. A total of 38.3 million yuan worth of consumer vouchers, including those for automobiles, were issued. To enhance the consumer market, four new China Time-Honored Brands, one Zhejiang TimeHonored Brand, and five Ningbo Time-Honored Brands were recognized. Key commercial districts welcomed 57 new first-store brands, and the "18+1\surd1. outdoor commercial space framework was largely established.

开放型经济 Open Economy

全年货物进出口额1046.15亿元，同比增长 9.3% 。其中出口总额901.08亿元，增长12.4% ；进口总额145.07亿元，下降 6.4% 。跨境电商海关代码项下出口164.1亿元；增长 46.9% ，规模位居全市第一。全年新增3家浙江省内外贸一体化“领跑者”企业，获评企业家数累计已达到16家。

In the whole year, the total import and export volume of goods reached 104.615billion yuan, up by 9.3% year on year. Among them, the total export was 90.108 billion yuan, an increase of 12.4%; the total import was 14.507 billion yuan, a decrease of 6.4% . The import and export value of cross-border e-commerce under the customs code was 16.41 bilion yuan, with a growth of 46.9%, ranking first in the city. Three companies were newly rated as the "Frontrunner" enterprises in domestic and foreign trade integration in Zhejiang Province, bringing the total number of recognized enterprises to 16.

招商引l资 Investment Promotion

全年共引进各类企业5263家，注册资金约201.19亿元，其中注册资金亿元以上企业19家。新设立个体工商户11338户，资金数额7.28亿元，分别下降 8.2% 和 42.1% 。新登记外商投资企业及分支机构101户，下降 9.8% ；其中外商投资公司65家，增长 10.2% 。外资企业投资总额3.92亿美元，增长 226.7% 。全年共办理“个转企”236家，增长 24.2% 。

Throughout the year, a total of 5,263 enterprises of various types were introduced, with a registered capital of approximately 20.119 billion yuan, including 19 enterprises with a registered capital exceeding 100 million yuan. Additionally, 11,338 new self-employed businesses were set \mathsf{u p}, with a total capital of 728 million yuan, reflecting decreases of 8.2% and 42.1%, respectively. A total of 101 foreign-invested enterprises and branches were newly registered, a decrease of 9.8% . Among them, 65 foreign-invested companies were established, representing a 10.2% increase. The total investment of foreign-funded enterprises reached 392 million \mathsf{U S D}, an increase of 266.7% . Throughout the year, 236 individual businesses were upgraded to enterprises, showing a 24.2% increase.

全年实际利用外资2.03亿美元，规模居全市第三，大市外内资累计到位资金230.5亿元。全年落地重点项目380个，其中浙江人形机器人创新中心等亿元以上项目52个，华昌文旅综合体等10亿元以上项目6个。引引进“高精尖”“小而美”等优质项目68个，签约项目当年落地率达 100% 。引进银耀汽车、慕晨生鲜电商等32个新零售项目，中城生态、超威新能源等25个大宗贸易项目，豪雅数智、易网创新等19个进出口项目。

In the whole year, the actual utilization of foreign investment reached 203 milion USD, ranking third in Ningbo by scale. The total amount of domestic and foreign investment in the city reached 23.05 billion yuan. Throughout the year, 380 key projects were implemented, including 52 projects worth over 100 million yuan, such as the Zhejiang Humanoid Robot Innovation Center, and 6 projects worth over 1 billion yuan, such as the Huachang Cultural and Tourism Complex. A total of 68 high-quality projects, including "high-end, precision, and cutting-edge" and "small but beautiful" projects, were introduced, with a 100% implementation rate for the signed projects in the same year. A total of 32 new retail projects were introduced, such as Yin Yao Automotive and Mu Chen Fresh E-commerce, 25 bulk trade projects like Zhongcheng Ecology and Chaowei New Energy, and 19 import-export projects such as Haoya Smart and E-Net Innovation.

临空经济

宁波临空经济示范区规划面积82.5平方公里，西至横鄞线、南至勤城大道、东至奉化江、北至联丰路区域，示范区定位发展以航空贸易物流、临空智能制造为主导的现代临空产业体系。全年旅客吞吐量1473.3万人次，同比增长14.2%；货邮吞吐量16.9万吨，增长18.1%；航班起降10.9万架次，增长9.4%，三大指标均创历史新高。基地公司3家，入驻国内外航空公司50多家，开通140多条国内外航线，新增国际客运、全货机航线各3条，目前共运行11条国际（地区）货运航线，4条洲际全货机航线全部为第五航权航线。现有一条3200米跑道，飞行区指标等级4E。T2航站楼与轨道交通2号线、高铁站相连，机场距宁波绕城高速、宁波西出口在5公里以内，地面交通便捷通畅。

Airport Economy

Ningbo Airport Economic Demonstration Zone has a planning area of 82.5 km2, with HengjieYinjiang Road on the west, Yincheng Avenue on the south, Fenghua River on the east, and Lianfeng Road on the north. Throughout the year, the park handled a total passenger throughput of 14.733 million, marking a yearon-year increase of-14.2%; the cargo and mail throughput reached 169,000 tons,-growing by -18.1%; and the number of flight movements was 109,000, up by 9.4%. All three key indicators reached historic highs. The airport is home to 3 base companies and hosts over 50 domestic and international airlines, with more than 140 domestic and international routes. Three new international passenger routes and three new all-cargo aircraft routes were added. Currently, it operates 11 international (regional) cargo routes and 4 intercontinental all-cargo routes, all of which are fifth-freedom routes. The airport has a 3,200-meter runway, with an airfield classification of 4E. The T2 terminal is connected to the highspeed rail station via Ningbo Rail Transit Line 2, and the airport is within 5 km of both the Ningbo Ring Expressway and Ningbo West Exit, providing convenient and smooth ground transportation.

引才育才 Talent Introduction and Cultivation

全年新建博士后工作站3家，总量增至36家；新招引进站博士后20人。全省首个工程师人才服务中心成立运营，引进工程师人才9700余名。举办职业技能竞赛30场，完成职业技能培训2.5万人次，新增技能人才11094人、高技能人才6946人。做优“菁英汇海”青年人才服务，新引引进大学生33581人。81890910宁波人才服务专线开通运营，全区人才总量达26.5万名。

Throughout the year, Haishu District established three new postdoctoral workstations, bringing the total to 36. Additionally, 20 new postdoctoral researchers were recruited. The province's first Engineer Talent Service Center was established and began operations, attracting over9,700engineers.Atotalof30vocationalskills competitions were held, and 25,000 people completed vocational skills training. Moreover, 11,094 new skilled workers and 6,946 high-skilled workers were added to the workforce. The "Elite Gathering in Haishu" program, focused on youth talent services, attracted 33,581 new university graduates.
