冷却水必须经过处理才能排放或回收利用回到冷却系

统。

威立雅的解决方案

威立雅在几天内就提供一套临时水处理设备，能处理

50m3/h的污水。该定制系统由水泵和两级过滤组成，

可去除和截留冷却水产生的碎屑和化学物质，使冷却系

统能够连续运行。

水处理装置突发故障通常难以预见，而且会造成高额费用。对工业企业而言，有应急预案至关重要，可以最大程度减少

燕山威立雅水务 - 西区污水处理厂

应急性服务

⸺短期服务，应对装置故障

北京燕山石化（隶属于中石化集团）自2015年起贮存了

累积7000立方米的乙烯废碱渣。乙烯裂解炉碱洗产生的

废水（乙烯废碱渣）受到硫化物、碳酸盐以及部分有机化

合物的污染。考虑到环境保护、安全隐患和操作原因，燕

山石化需要能够清空7,000立方米乙烯废碱渣的解决方

案。经过处理，7,000立方米废碱渣存储于2018年清空完

毕。如果将废碱渣与与现场污水处理厂进水直接混合有极

大风险：由于废碱渣污染物浓度很高，会导致污染负荷超

过原有设计容量，其毒性也会损害现有污水处理厂的生物

处理系统。

因此，威立雅工业水中国提供并且运营两个移动装置对废

碱渣进行预处理，主要针对硫化物的去除。

总体工艺包括凝结 - 絮凝，过滤和化学氧化。混合装置对

废碱渣废水进行预处理的总处理能力为0.5~2立方米/小

时, 100毫克/升的硫化物去除和27％的COD去除。益处包

括：

• 硫化物去除效率显着，除臭效果显着

• 与生物处理工艺相比，装置启动周期更短，与湿法氧

化法过程相比，对设备一致性的要求更低。

COD30达标项目

2013年12月20日，北京市环保局出台了新的水污染物

综合排放标准(DB11/307-2013)，取代以前的

DB11/307-2005排放标准。新出台的法规要求客户位于

北京的生产厂区在2015年12月份前达到更严苛的COD

30ppm排放标准。客户现有污水处理厂无法达到新的

排放标准，如果不进行升级改造，将会面临COD, 总固

体悬浮物，总氮，总磷，总溶解性悬浮物超标。客户决

定与威立雅共同合作，寻求一个长期的解决方案。在设

计长期升级改造项目的同时，威立雅为业主提供了一套

短期的临时设施并且负责其运行，从而能够处理部分水

流，证明新法规达标的能力。威立雅提供了容量为15

立方米/小时的移动式处理服务，并且100%新规达标。

BYVW WESTERN WWTP

Beijing Yanshan Petrochemical Company

(Sinopec), which is called BYPC for short,

stored 7,000 m3

ethylene spent caustics

onsite since 2015. The spent caustic was

discharged from the ethylene cracker.

NaOH (aq) is consumed and the resulting

wastewater (ethylene spent caustic) is

contaminated with the sulphide and

carbonates and a small fraction of organic

compounds. Because of environmental,

safety hazards, and operational reasons,

BYPC required a solution to empty 7,000 m3

of ethylene spent caustics. The 7,000 m3

spent caustics storage was emptied in

2018. The direct blend of the spent caustics

wastewater with the onsite WWTP influent

is highly risky, and could be harmful for the

biological system due to its high pollutant

concentration leading to pollution loads

exceeding the design capacity and also

proving toxic to the biological system.

Veolia Industrial Water China supplied and

operated two mobile units to perform the

EMERGENCY

pre-treatment of the spent caustic, mainly

focussing on sulphide removal.

The overall process included coagulationflocculation, filtration, and chemical

oxidation. The hybrid units had a total

capacity of 0.5~2 m 3

/ hr for pre-treatment

of spent caustics wastewater at 100 mg/ L

Sulphide and 27% of COD removal.

Benefits include:

• Remarkable efficiency in Sulphide

removal, and also outstanding in odor

removal

• Shorter start-up period compared with

biological process, and lower requirement

in equipment consistence compared with

WAO process.

Chemical sludge dewatering or hightemperature roasting is out of the scope

of the Veolia service, but could be also

considered to achieve the client’s standard.

Our Planned service is designed to maintain the continuity of your treated water supply during

preplanned maintenance or refurbishment projects, recurrent production peaks or changes to

water quality.

NEW COD 30

STANDARD

On 20th December, 2013, Beijing EPB, QTSB issued Beijing

Integrated Standards of Water Pollutant Discharge (DB11/307-

2013), to replace standard DB11/307-2005. The client was

required to meet the new stricter COD 30ppm discharge

limit at their site located in the Beijing region by December

2015. However, their existing wastewater treatment plant

was unable to meet the new discharge standards and they

would face compliance issues for COD, SS, TN, TP and TDS, if no

upgrade is carried out to existing treatment plant. A solution

was required and together with Veolia they worked to deliver a

permanent long-term solution.

Whilst the permanent plant was under design, a temporary

service was provided and operated by Veolia to treat part of

the stream to demonstrate ability to achieve the new discharge

standards. The mobile service provided treated a volume of

15 m 3 / hr and achieved 100% compliance with the new

standards.

位于康沃尔的Indian Queens发电厂，在用电高峰

时运行，以弥补大型发电站供电量之不足。在冬

季月份里，每天需要将170m⁳的去离子水喷入燃

烧器，以降低火焰温度并抑制一氧化氮的排放。

夏季月份的需水量则下降到了每天仅40m3

。

水处理设备的出水不允许在现场排放，考虑到对

去离子水有季节性的需求，于是决定，在冬季月

份配置一套多年合同的移动水处理设备，在需求

量低的夏季月份，采用一个固定式威立雅脱盐装

Our Multi-Year service offers bespoke or standard water treatment systems for longer contract periods of

between 1 and 10 years. It is the ideal way to cover periods of uncertainty over production life cycles or where

capital budgets are already stretched, to:

• Deliver additional volumes of high quality water with maximum uptime

• Take advantage of the latest products and technology to optimise production and save on operational costs

• Guarantee treated water needs are met

Indian Queens power plant in Cornwall , UK operates at peak demand periods, to supplement electricity

supplies from larger power stations. In winter months up to 170m3

per day of deionised water is required

to be sprayed into the burner, reducing the flame temperature and suppressing NOx emissions. Demand

for water in summer months drops to just 40m3

per day.

Effluent discharge from water treatment is not allowed on the site and given the seasonal demand for

deionised water it was decided that a multi-year mobile water treatment plant for the winter months

with a fixed Veolia demineraliser for the low demand summer months would be the most cost-effective

solution.

Veolia’s Mobile Services supplied two separate MODI demineralisation plants. The equipment being

capable of providing 30m3

/hr of demineralised water at <0.1 µS/cm, <10 ppb Silica – meeting and

exceeding the water quality and volume requirements.

Discharge of chemicals and effluent was not an issue as regeneration of the ion exchange resins takes

place off site at Veolia facilities.
