Just as individuals have memories, a city
is also full of beautiful memories of its
own. Hangzhou is a locality that has
attracted literati throughout its extensive
history. It has been the inspiration for
hosts of writers and has many poems
expounding its natural splendor. Even the
now common expression “Qiantang land
of everlasting prosperity” was used to
describe the paradise of Hangzhou.
The affluent city depicted in Marco Polo’s
book was not built in a day. Through
the course of history, the paradise that
is modern day Hangzhou was built. It is

national capitals with a long history, of

Hangzhou’s GDP has increased at a phenomenal rate over
the last ten years. With a GDP of 294.384 billion (RMB) in
2005, it jumped to 596.571 billion in 2010, and then again
to 1,005.358 billion by 2015. Making it the tenth city in
China who’s GDP exceeds 1,000 billion RMB (The other
cities are Shanghai, Beijing, Guangzhou, Shenzhen, Tianjin,
Suzhou, Chongqing, Wuhan and Chengdu). Hangzhou is
one of the most economically dynamic cities in China. It is
easily developing at an ever-increasing pace.

市总体规划》编制，分别在 1981 年、1996 年和 2001 年。
杭州就像一位赛跑选手，按城市总规划定的路线奋勇往

体规划进行了修编。2016 年 1 月 11 日，《杭州市城市

Every Hangzhou citizen has a dream about the future of
Hangzhou. Since the start of the reform and opening up
period in China, Hangzhou has had three key objectives
outlined in Hangzhou's Comprehensive Urban Plan made
in 1981, 1996 and 2001 respectively. It is just like a runner
that has been going full steam ahead all according to these
plans. Changes were once again made to its plan in 2014
and the \"2001-2020 Hangzhou Comprehensive Urban
Plan\" was revised in 2016, and later endorsed by the State
Council on Jan. 11 2016.
The future of Hangzhou has been crystalized in the revised
plan as one base with four centers. The goal is to build
Hangzhou into one of the pioneering zones of a beautiful
China by taking advantage of its historical and natural
resources. The plan is to build a high-tech industry base and
four centers: an international tourist center, an international
e-commerce center, a national culture and creative center
as well as the regional financial center.

leagues ahead of the rest of the country. In 2015, the
approval by The General Administration of Customs
for the establishment of a \"China's Cross-Border
E-Commerce Comprehensive Experiment Zone\" and
a \"National Independent Innovation Demonstration
Zone\" was given. These together give Hangzhou an
economic zone superior to that of other cities. With
the innovative business model of \"Internet + made in
Hangzhou + cross-border e-commerce\", Hangzhou's

The establishment of the aforementioned zones have

The relationship between the typical difficulty of financing
small enterprises and the abundant private capital in
Hangzhou has given birth to the regional financing service
center and the wealth management center. Not only does
Hangzhou have citizens who are generally reasonably
wealthy therefore giving it the private capital to finance
most financial activities, Hangzhou also has numerous
small and medium scale enterprises making it a prime
investment destination. In 2015, Hangzhou established

role in the manufacturing industry. For example, the automobile chassis multi-robot
coordinated welding system is capable of spot welding. Also its plasma cutting and carriage
capacities can all be carried out in a mere 125 seconds. These robots are capable of
producing a welding product frame with greater precision and efficiency than humans.
It is amazing to see 54,000 bottles made every hour on the autonomic water bottle highspeed production line. There are no human operators used in the process at all, with the
only exception being the equipment monitoring personnel in the second production step
at Wahaha, a well-known Chinese beverage brand. At the end of 2015, it already had nearly
30 workstations in operation, and there will be 100 more by the end of 2016.

In Hangzhou, preparations are being made to found The University of West

of their dreams. The aim is to build it into a world-class university of CIT’s
scale, practicing the education concepts of Stanford University. Its colleges
and departments will be staffed by distinguished experts from the national
recruitment global experts program. At first only the graduate school will be

Mai Jia, a famous Chinese writer, once wrote a
long article entitled Hangzhou is the most beautiful
in the People’s Daily, one of the most influential
newspapers in China.
It says that today amongst heavy urbanization in
China, Hangzhou as a city is unmatched.
Although Hangzhou is not the center of all China's
major responsibilities, it is deservedly a prime
example of what Chinese cities and Chinese
society can be.
History tells us that post-industrial society is
the common tendency. Since Daniel Bell first
proposed the concept of “post-industrial society”
in 1970s, cities in developed western countries
have entered the post-industrial age. In the near
future, China will be confronted with both the

Leading on from the success of the UK Visa Center. On the 5th of April 2016
a joint visa center for Austria, Belgium, Croatia, Denmark, Finland, Greece,

2015 年杭州市户籍人口期望寿命数据出炉——杭州人均期
望寿命 81.85 岁，比 2014 年增加了 0.29 岁，连续 12 年上升。
其中，男性期望寿命为 80.06 岁，女性 83.77 岁，分别比
2014 年增加 0.49 岁和 0.07 岁。
期望寿命，是依据寿命表计算而来。人均期望寿命，又叫

2015 年杭州刚出生的人口，平均可以活到 81.85 岁。

州市期望寿命增加，除了生活水平和医疗卫生水平提高外，主
要原因为 1—4 岁小年龄段及其他大部分年龄组死亡率有所降

2015 data of the life expectancy of Hangzhou's
registered population show that the annual life
expectancy has continued to increase over the last
twelve years reaching 81.85 in 2015, 0.29 year longer
than in 2014.
The annual life expectancy of males in 2015 reached
80.06 years, with the female annual life expectancy
reaching 83.77 years. Each had a respective 0.49 and
0.07 year increase from 2014.
Life expectancy is calculated according to people’s life
tables. Average life expectancy (PCLE) is a statistical
measure of people’s life span of the year they are born.
PCLE in general refers to one’s life expectancy at birth.
Thus the babies born in 2015 should have an average a
life span of 81.85 years.
According to the experts in Hangzhou center for
disease control and prevention (also in charge of
citywide monitoring and statistics), Hangzhou's 2015
PCLE rose due to improvements in life quality, health
care and drops in the mortality rate of 1-4 years old
children as well as that of many other age groups. This
all had a large influence on the PCLE.

According to the 2015 statistical report on national economy and social development during the
“Twelfth Five-Year Plan for Economic and Social Development”, urban residential floor space per
capita was 35.5 square meters and every hundred households own 48.7 family cars.
The average rural residential floor space is 68.8 square meters and every hundred households
own 38.2 family cars, 147.6 air conditioners and 69.6 home computers.
It has been a thousand-year standing societal ideal “Let all people have their own houses” .This
has been realized in Hangzhou.
Since the 1990s, affordable housing projects have been carried out in Hangzhou,with the goal of
every family having their own house in mind. This is to better the housing conditions of middle

Setting up one's own business is getting more and more popular.
In Hangzhou’s entrepreneurial circle, there is a hot phrase “New Four Armies”,
which refers to the new creative entrepreneurial forces represented by the
Zhejiang entrepreneurs, university graduates, those returning from overseas
and Alibaba Group.
At the 10th G20 Summit held in Antalya, Turkey 2015, Secretary General Xi
Jinping described picturesque Hangzhou as a paradise on earth renowned for
its cultural and historical wealth as well as a city of creative vitality.
In the same year, Premier Li Keqiang gave Hangzhou two big presents by
endorsing the construction of the Hangzhou Cross-Border E-Commerce
Comprehensive Experiment Zone and the National Independent Innovation
Demonstration Zone. In addition, it was selected as one of the first national
demonstration cities to have bases where small and micro enterprises can be
supported to start their businesses and bring about new innovation.
These have all brought many historical opportunities and preferential policies to
Hangzhou in allowing the construction of a new paradise for entrepreneurship
and innovation.
Today, greater numbers of young people are coming and choosing to stay here.
In 2015, the number of new workers from the rural sector to Hangzhou
was 287,900, among whom 142,200 had previously been one of the rural
unemployed and 63,700 had previously had trouble finding jobs. They were
reemployed and the urban registered unemployment rate didn't move from
its position at 1.74%. Capital and labor are consistently very positive figures in
Hangzhou. The Harmonious Labor Relations Index has ranked Hangzhou as

医护人员每个月上门服务。
从 2014 年开始，杭州主城区实施医养护一体化签约服务，
居民与所在社区卫生服务机构的全科医生签约医养护服务。
签约后，社区卫生服务中心便会提供健康管理、社区医疗和
双向转诊、家庭病床、健康评估等个性化、多层次的服务。年老
体弱、行动不便和重点慢性病人等参保人员，签约后经过医生评

目前，杭州已经建成全市统一的连接所有市级医院和城区社
区卫生服务中心的双向转诊平台，90% 以上的在杭省级医院也已

People have three beds in their lifetime, i.e. their bed at home, a hospital
bed and a bed in a rest home. The last two of which are rare in Hangzhou.
That is why in Hangzhou, people’s bed at home is made the best use of.
A good case and point is Uncle Chen. He is 85 years of age. He was bedridden for over 30 years and had an indwelling catheter. Every month for
two years, his children went to the trouble of transporting him up and down
stairs and taking him to hospital in a \"120\" ambulance to replace the catheter.
Nowadays having registered at the medi-maintenance integrated service
management center, which is newly established in Jianggan District, he has
the replacement done at home.
2014 witnessed the implementation of medical contract maintenance
services in the main areas of Hangzhou. Now residents can sign a contract
with a general practitioner of the community health service center.
Henceforth, the center will provide individually targeted multiple health
management services, community medical care, two-way referrals, family
wards and health assessments. Registered residents such as the old, sick,
disabled and chronically ill patients are all entitled to the family ward service
set out in Hangzhou's healthcare provision.
Hangzhou has set up a unified two-way referral platform linking all municipal
hospitals, 90% of provincial hospitals, and all downtown community
healthcare centers. Patients can register, consult, get referred, upgrade and
download electronic medical records all from the platform. Therefore, they
do not need to spend their time queuing up for registration and reprinting
medical reports. As it is a provincial wide system, this now helps diagnosis to
become more accurate and treatments more effective.
At the end of 2015, Hangzhou altogether had 4,428 medical institutions
including 244 hospitals. There are 93,036 medical professionals and technical
personnel with 34,832 of them currently in practice.
In 2015, with new public hospital reforms, the medical costs for those
with city-level medical insurance for emergency outpatient and inpatient
treatment services dropped by 4.88% and 0.59% from the same period in
2014.

活动迹象——是出门了还是在客厅，如果都未出现感应，
直接通知护理人员和家属：老人有可能跌倒了，或者发
生其他意外。
这是一套“异常离床”应用程序，专门为失智、半
失能老人服务。
在杭州市拱墅区，这套系统被引进社区的日间照料
中心启用，辖区的老年人可以选择这项服务。
这个照料中心就设在小区里，总面积 500 余平方米，
配备日托休息室、文体活动室、专业康复室、助浴室、
备餐间等。
在杭州，“老有所依”是一个圈。
截至 2015 年底，杭州有城乡社区居家养老服务照料
中心 2329 家，老年食堂 1198 家，覆盖了 50% 的城市社区、
三分之一的农村社区。

If a senior citizen gets up at midnight and does not return within 7 minutes,
the sensor on the nursing bed will inform the system, which will check the
movements of the senior citizen through the living room sensors and thereby
determine as to whether they are in or out of the living room. If the sensors do
not respond, the nurse and the emergency contact relative will be immediately
notified that they may haven fall down or that some other accident may have
occurred.
This is an abnormal bed-leaving APP designed for elderly people suffering from
dementia and partially disabled old people.
This system has been introduced into a community day-care center in Gongshu
District with the service available to the elderly in this community.
This center established in the community occupies an area of over 500 square
meters, it has a day-care lounge, a recreational room, a professional recovery
room, and a bathroom all where the elderly can get required assistance.
In Hangzhou, assistance for the elderly is readily at hand.
By the end of 2015, Hangzhou already had 2329 urban and rural community
home care centers and 1198 canteens for the elderly. This provides for 50% of
urban communities and one third of rural communities.
Put simply, when out and about at a mere 15-minute walking distance any
where in the city and 20 minutes in the countryside, the elderly can get to a
center specifically designed to help them.
Among the aspects where Hangzhou Municipal People’s Government excels
is providing its residents with smart cards (Citizen Cards). They entitle the
bearer to social insurance, medical insurance, intelligent funds and a series of
other services to improve people’s livelihood. With the card, residents can seek
medical treatment and also access information on their social insurance.
By the end of 2015, there were 6.6865 million people entitled to basic social
pension insurance and 8.7071 million to basic medical insurance.

⊙杭州试点智慧养老服务，为 70 岁以上的孤寡、独居、空巢老人，
80 岁以上的高龄老人，以及政府购买服务对象的老年人配备 “智慧
养老”呼叫终端。
⊙每个呼叫器上有红绿两个按键：红键是紧急呼叫键，智慧养老平
台的工作人员接到信息之后会及时联系老人亲属，向 110、120 发
出紧急呼叫信息；绿键是为了满足老人生活照料所需，需要家政、
代购服务时可按这个键，平台的加盟服务商会主动跟老人联系。

70 without a family, living alone and whose children live elsewhere, the senile (over
80), or the old people who are entitled to government-paid care can all benefit from
a smart care call terminal service.
