of 10,030 km2

Zhou Enlai, the first premier of the People’s Republic of China, was born in Huai'an .

His former resident, the memorial hall and his childhood study place are all well-kept,

telling us the stories of “to study for the rise of China” and “may we meet when China

is soaring in the world”.

淮安是中国四大传统菜系淮扬菜的重要发源地和传承地，淮扬菜具

有“东南第一佳味，天下之至美”的雅称，已成为国宴基准菜系。2021

年，联合国教科文组织授予淮安“世界美食之都”称号。

Huai'an is an important place of origin and inheritance of Huaiyang cuisine, one of the

four traditional cuisines in China. In November 2021, Huai'an was officially designated

as the City of Gastronomy of UNESCO Creative Cities Network.

Huai'an is the geographical division of north and south China as it used to be the

headquarters of nationwide canal transportation command, river treatment, ship

manufacturing, tribute grain warehousing, and salt distribution in Ming and Qing

dynasties (1368—1840). It was one of the four metropolises along the Grand Canal.

截至2022年底，累计设立外资项目3982个，其中台资项目1426个，总投资超230亿美

元，形成“千家台企落户、千亿产值贡献、千名台商汇聚”的良好局面。全市外贸进出口总

额428.3亿元，同比增长12.4%。

By the end of 2022, a total of 3,982 foreign invested enterprises have been established, 1,426 of which are from

Taiwan, with a total investment of over USD 23 billion. The total import and export volume reached USD 6.2 billion,

up by 12.4%.

2022年新招引亿元以上项目789个，50亿元以上项目31个，其中百亿元以上项目7个。新

开工亿元以上工业项目310个、新竣工201个。截止2022年底，国家“专精特新”小巨人企

业14家、有效高企670家。.

In 2022, Huai'an attracted 789 projects with the total investment of above 100 million yuan, including 31 projects

with the total investment of above 5 billion yuan, achieving major breakthrough in attracting over-10-billion-yuan

projects. Newly-commenced and newly-completed projects exceeded 310 and 201 respectively. 14 little giant

enterprises, i.e. specialized and sophisticated enterprises that produce new and unique products, and 670 high-tech

enterprises are newly nurtured.

现有连淮扬镇、徐宿淮盐2条高铁在淮交汇，正在全面建设宁淮城际铁路，加快实施京沪高铁第

二通道的沂淮铁路，将实现1小时到南京、2小时到上海、3小时到北京的快速通达。在建全省首

个高铁快运物流基地，将成为辐射苏北、联通全国的高铁快运分拨中心。

Huai'an has connected with the national high speed railway network by reaching directly to over 100 cities. The

travelling time from Huai'an to Beijing, Shanghai and Nanjing is 3, 2 and 1 hour respectively. The first high speed

railway logistics base in Jiangsu province is under construction, and will become a regional distribution center.

淮安涟水国际机场是国家一类航空口岸，目前通航32个城市，以及至西安、郑州、福州、深圳等

6条全货机航线。正积极打造区域国际航空货运中心。

As a national first-class airport, Huai'an airport has routes connecting 32 cities home and abroad. The freight routes

from Huai'an to Xi'an, Zhengzhou, Fuzhou and Shenzhen are in daily operation. Huai'an is building the cargo

airport hub.

依托大运河、淮河、盐河等通道，水运网络通江达海，全市现有港区7个，千吨级泊位

50个，可直达上海、南京、太仓、连云港等港口，开通淮安至宁波、上海海铁联运班列，

可实现一次报关、一次查验、一次放行。2022年全市港口货物吞吐量7544万吨，港口

集装箱吞吐量47.3万标箱，持续位居全省内河第一。

Huai'an has 7 port areas and 50 kilo-ton berths. Routes have been opened to Shanghai, Nanjing, Taicang, and

Lianyungang. Shipping-train joint transportation to Ningbo and Shanghai has been opened. In 2022, cargo

handling capacity of river ports totaled over 75 million tons. Container throughput reached 473,000 TEU, ranking No 1 in Jiangsu province in terms of inland river transportation for years.

G2京沪、G25长深等6条高速公路在淮安交汇，高速公路里程达到402公里，县域全部

通高速，是交通部认定的国家公路枢纽。市区内环高架一期建成通车，二期预计2024

年底建成通车。

Six highways intersect in Huai'an, including G2 and G25, with a total length of highway of 402 kilometers.

Huai'an is recognized the national road hub by the Ministry of Transportation. The ring elevated road (Phase 1)

has been put into use, and Phase 2 is expected to be done by 2024.

In 2022, 218 enterprises were above designated scale. The invoice sales reached 63.36 billion yuan, with an average

sale of 290 million yuan. The city has an annual production capacity of 3 million tons of rice, 2.6 million tons of feed,

900,000 tons of flour, 750,000 tons of salt, 300,000 tons of oil, 250,000 tons of meat, 200,000 tons of white sugar and

55,000 tons of liquor. Jiangsu Provincial Party Committee and provincial government issued the Jiangsu Green Food

On November 8, 2021, Huai'an was designated as a City of Gastronomy of UNESCO Creative Cities Network. In the spirit of

\"gastronomy, from the people, for the people\", Huai’an will promote a high quality development of Huaiyang cuisine and

culture by building a production base of fine food materials, attracting more domestic and foreign food brands, diversifying business formats and innovation of consumption scenarios.

seasons and flat terrain. Its water area accounts for

nearly one quarter of the total land area.

2022年水产品总产量32万吨，水产养殖面积60万亩，稻虾综合种养面积、产量全省第一。“盱

眙龙虾”品牌价值达306.5亿元，连续7年蝉联全国地理标志产品区域品牌水产类第一名。

In 2022, aquatic products totaled 320,000 tons, the aquaculture area was 600,000 mu, and the comprehensive

cultivation area and output of rice and shrimp ranked first in the province. The brand value of Xuyi Crayfish reached

30.65 billion yuan, remaining the first place in the aquatic product category of the national geographical indication

products for 7 consecutive years.
