一、海上丝绸之路国际艺术节概况

海上丝绸之路国际艺术节（简称“海艺节”）是贯彻落实共建

“一带一路”倡议，以“海上丝绸之路”为主题的国家级综合性国际

艺术节，由文化和旅游部、福建省人民政府联合主办，福建省文化和

旅游厅、泉州市人民政府承办，每两年举办一届，永久落户泉州。

2014年迄今，已成功举办了四届，有60多个国家和地区、众多国际

组织和外国官员、专家学者、艺术界人士、国际友人等参与，成为海

丝沿线国家和地区开展文化交流合作、增进民心相通、传承弘扬“丝

路精神”的重要平台。

第五届海上丝绸之路国际艺术节于2023年12月8日至13日在泉

州举办。本届海艺节贯彻落实习近平（本处删除“新思想”）文化思

想，围绕“多元文明，美美与共”主题，策划生成“共情之美”“天

籁之美”“匠心之美”“和合之美”“炫光之美”五大主题板块12

项活动，融合美艺、美音、美展、美舞、美作等，有43个国家和地

区、52个文化团体,1500多名艺术家、专家学者、国际友人和媒体记

者等莅临泉州参加活动，呈现中外文明交流、多元文化汇聚、多国民

众联欢的生动图景，努力打造成“交流的舞台”“艺术的盛会”“人

民的节日”，奏响新时代“文旅融合”的丝路乐章，让丝路精神深入

人心、文明之美全民共享。

I. Introduction to the Maritime Silk Road International Arts Festival

As an important measure to implement the Belt and Road Initiative, the

Maritime Silk Road International Arts Festival (abbreviated as \"the Festival\") is a

state-level comprehensive international arts festival with the theme of \"Maritime

Silk Road.\" Jointly hosted by the Ministry of Culture and Tourism of the People’s

Republic of China and Fujian Provincial People’s Government and organized by

Fujian Provincial Department of Culture and Tourism, and Quanzhou Municipal

People’s Government, the Festival is held once every two years and is permanently located in Quanzhou. Since its inception in 2014, the Festival has been successfully held four times, attracting representatives of international organizations,

foreign officials, experts and scholars, artists, and friends from over 60 countries

and regions. Now it serves as an important platform for countries and regions

along the Maritime Silk Road to engage in cultural exchanges and cooperation,

foster people-to-people bonds, and carry on the Silk Road Spirit.

The 5th Maritime Silk Road International Art Festival will be held in Quanzhou

from December 8th to 13th, 2023. Guided by General Secretary Xi Jinping's ideology on culture, this Festival, with \"Diversity and Beauty of Civilizations\" as its theme,

covers 5 major categories with 12 activities, i.e. \"Beauty of Empathy\" \"Beauty of

Heavenly Melodies\" \"Beauty of Craftsmanship\" \"Beauty of Harmony\" and \"Beauty

of Brilliance\", which integrate various art forms, including fine arts, music, exhibitions, dance, and artistic works. Altogether 52 cultural groups and over 1,500

artists, experts, scholars, international friends, and media reporters from 43 countries and regions will gather in Quanzhou to participate the Festival, thus presenting a vibrant scene of cultural exchanges between China and other countries, a

convergence of diverse cultures, and a joyous celebration of people from different

nations. The Festival strives to create a \"platform for communication,\" a \"grand

event of art,\" and a \"festival for the people\". It will demonstrate the full integration

of culture and tourism on the Maritime Silk Road in the new era, so that the Silk

Road Spirit will be deeply rooted in people’s hearts and the beauty of civilizations

will be shared by all.

二、非遗展活动简介

丝路拾珍——第三届海上丝绸之路非物质文化遗产展是第五届

海上丝绸之路国际艺术节子活动之一，海丝非遗展以“千年丝路，璀

璨非遗”为主题，秉承“和平、和谐、合作、共享”的策展理念，集

中呈现“海上丝绸之路”沿线国家和地区的代表性非遗作品、国内丝

绸之路和海上丝绸之路沿线省和福建省代表性非遗项目。通过各国多

样性文化的同台展示，不同文明、不同民族、不同宗教汇聚交融，共

同见证人类文明世代延续，薪火相传。

II. Profile of the Intangible Cultural Heritage Exhibition

The 3rd Maritime Silk Road Intangible Cultural Heritage Exhibition is one of

the activities of the 5th Maritime Silk Road International Arts Festival. Around the

theme of \"Brilliant Intangible Heritage on the Thousand-Year Maritime Silk Road\"

and adhering to the exhibition concept of \"Peace, Harmony, Cooperation, and

Sharing,\" this exhibition aims to showcase the remarkable intangible heritage

works from countries and regions along the Maritime Silk Road. Additionally, it

highlights the representative intangible heritage projects from provinces along the

domestic part of the Silk Road and the Maritime Silk Road, including those from

Fujian Province. By bringing together diverse cultures from various countries onto

a single stage, this exhibition serves as a platform where different civilizations,

ethnic groups, and religions converge and mingle. Together, they witness the

enduring legacy of human civilization passed down from generation to generation.

四、泉州简介

泉州地处东南沿海，是福建三大中心城市之一。吴永安三年

（260年）始置建安郡东安县，唐久视元年（700年）迁至今中心城

区，现辖鲤城、丰泽、洛江、泉港四个区，石狮、晋江、南安三个

市，惠安、安溪、永春、德化、金门（待统一）五个县和泉州经济技

术开发区、泉州台商投资区，土地和海域面积均为1.1万平方公里，

常住人口888万，泉籍华侨华人950多万、占全国近1/6、全省近

2/3，台湾汉族同胞约44.8%、900万人祖籍泉州。现有200多万异地

泉商遍布全国，是21世纪海上丝绸之路先行区和战略支点城市，海

陆丝绸之路城市联盟工商理事会秘书处落户泉州，与海丝沿线国家地

区贸易额近1400亿元、占全市贸易总额一半。

泉州是一座“世遗之城”，入选首批国家历史文化名城、首个

世界多元文化展示中心、首届东亚文化之都，是唐朝中国对外四大口

岸之一；“泉州：宋元中国的世界海洋商贸中心”列入《世界遗产名

录》，各级文物保护单位945处（国家级44处），拥有世界级“非

遗”名录项目6个，国家级“非遗”名录项目36个，是全国唯一拥有

联合国教科文组织全部三大类别非遗名录的城市，是国家级闽南文化

生态保护区的核心区，南音被誉为中国音乐的活化石。

四、泉州简介

泉州是一座“奋斗之城”，素有“敢为人先、爱拼敢赢”的精

神特质，在改革开放的宏伟实践中形成“晋江经验”，被列为全国

18个改革开放典型地区之一。拥有2.6万亿工业大盘和纺织服装、鞋

业、建材家居、石油化工、机械装备、食品饮料、工艺制品、电子信

息、纸业印刷等9大千亿产业集群，民营经济呈现“七八九九九”特

征，2022年GDP1.21万亿、居全国城市第19位。

泉州是一座“国潮之城”，有效注册商标75万件、马德里商标

1300多件、驰名商标159件，数量均居国内城市前列，晋江运动

鞋、石狮服装、南安卫浴、惠安石雕、安溪铁观音、德化白瓷、永春

香醋等“泉州优品”名扬天下，荣获中国十大品牌城市、国潮品牌之

都。

泉州是一座“烟火之城”，全国闽南文化生态保护区的核心

区，被誉为“世界宗教博物馆”，6.41平方公里的泉州古城“半城烟

火半城仙”，洋溢着“见人见物见生活”的人文气息，吸引天南海北

的游客，获评中国十大旅游向往之城。

IV. About Quanzhou

Located on the southeast coast of China, Quanzhou is one of the three central

cities of Fujian. The city was built in Dong'an County, Jian'an Prefecture in the third

year (260 AD) of the Yong'an Reign in the Wu Dynasty, and was relocated to the

current downtown area in the first year (700 AD) of the Jiushi Reign in the Tang

Dynasty. The city now governs four districts (Licheng, Fengze, Luojiang, and Quangang), three sub-cities (Shishi, Jinjiang, Nan'an), five counties (Hui'an, Anxi, Yongchun, Dehua, and Jinmen (to be united)) as well as the Quanzhou Economic and

Technological Development Zone and the Quanzhou Taiwanese Investment Zone.

Covering a land and sea area of 11,000 square kilometers, Quanzhou has a permanent population of 8,880,000 people. Moreover, it is home to more than 9,500,000

overseas Chinese, accounting for nearly 1/6 of China's and 2/3 of Fujian's overseas

Chinese population. 44.8% of the population are Taiwanese compatriots of Han

nationality, 9 million of whom have an ancestral root in Quanzhou. It is a pilot area

and strategic pivot city for the 21st century Maritime Silk Road with more than 2

million Quanzhou-based businessmen spreading across China. Being home to the

Secretariat of the Business Council of the Maritime-Continental Silk Road Cities

Alliance, Quanzhou boasts RMB 140 billion of trade turnovers with countries and

regions along the Maritime Silk Road, representing half of the city's total trade

turnover.

Quanzhou, known as a \"city of world cultural heritages,\" holds a

prestigious position as one of the first national historical and cultural cities. It is

also recognized as the world's first multicultural exhibition center, the first cultural

city of East Asia, and one of the four major export ports in the Tang Dynasty. With

heritage of \"Quanzhou: Emporium of the World in Song-Yuan China\" incorporated

in the World Heritage List, Quanzhou now features 945 cultural relic protection

sites of all levels (including 44 state-level ones), 6 world-class intangible cultural

heritage sites, and 36 state-level intangible cultural heritage sites. It is the only city

in China that covers all the three categories of intangible cultural heritages recognized by the United Nations Educational, Scientific and Cultural Organization

(UNESCO). Furthermore, Quanzhou serves as the core of the National Cultural and

Ecological Reserve of Minnan while Nanyin is considered a living fossil of China's

music.

IV. About Quanzhou

Quanzhou is a \"city of startups\" , renowned for its spirit of \"daring to

lead and fight.\" As one of the 18 exemplary regions for the Reform and Opening-Up Policy, it has developed the \"Jinjiang Experience\" through its magnificent

practice of the policy. Quanzhou boasts a large industrial market worth RMB 2.6

trillion, covering nine one-hundred-billion-worth industrial clusters such as textile

and apparel, footwear, building materials and home furnishings, petrochemicals,

machinery and equipment, food and beverages, handicrafts, electronic information, and paper and printing. With a GDP of RMB 1.21 trillion in 2022, ranking 19th

among cities nationwide, the private economy of Quanzhou exhibits the

\"seven-eight-nine-nine-nine\" characteristics, namely contributing to 70% of

taxation, 80% of GDP, 90% of R&D input, 90% of urban employment, and 90% of

enterprises.

Quanzhou is a \"city of Chinese brands,\" impressively known for its

750,000 effective registered trademarks, more than 1,300 trademarks under the

Madrid Protocol, and 159 well-known trademarks, placing it at the forefront

among domestic cities. Its exceptional products are widely known around the

world, such as Jinjiang sports shoes, Shishi garments, Nan'an sanitary ware, Hui'an

stone carvings, Anxi Tieguanyin, Dehua white porcelain, and Yongchun vinegar.

The city has been honored as one of the Top Ten Branded Cities in China and hailed

as the capital of Chinese brands.

Quanzhou is also known as a \"hustle and bustle city.\" As the core of

the National Cultural and Ecological Reserve of Minnan, Quanzhou is hailed as the

\"world religious museum.\" The 6.41-square-kilometers Quanzhou ancient city

resembles a celestial paradise on earth, brimming with a rich cultural atmosphere

filled with factors of everyday life. This enchanting city attracts tourists from all

over the world and has been recognized as one of China's top ten most desirable

travel destinations.
