1. 简介

1.1 关于旗帜手册

为进一步规范旗帜礼宾工作，确保

杭州亚运会和亚残运会赛时礼宾旗帜的

正确使用，根据亚奥理事会和亚残奥委

员会的相关规定，参考往届亚运会、亚

残运会惯例，并结合场馆实际情况，制

定本手册。

1. Introduction

1.1 About This Flag Manual

This Flag Manual is a guide for all

matters pertaining to flags and flagrelated protocols at the Hangzhou

Asian Games and Asian Para Games.

All protocols and procedures here are

based on OCA and APC requirements,

the practices of previous Games and

the actual conditions of the venues.

3. 仪式

3.1 开幕式

运动员队列入场时，各参赛代表团

应身着正式制服；代表团方阵前应有一

块印有其名称的指示牌，后面紧跟两名

代表团成员，手举旗帜。各代表团的旗

帜由杭州亚组委提供，大小一致。

入场式时，使用亚奥理事会官方顺

序作为开幕式各参赛代表团入场顺序，

中国代表团最后入场。

水平展开的亚奥理事会会旗被送入

场地，在亚奥理事会会歌奏响时，在运

动场的旗杆上升起。

3.2 闭幕式

闭幕式上，各参赛代表团混合入场。

亚奥理事会会歌奏响时，亚奥理事会会

旗徐徐降下，水平展开，被送出场馆。

3. Ceremonies

3.1 Opening Ceremony

Each NOC delegation, with members

wearing the official uniform, shall be

preceded into the venue by a name

board bearing the name of the NOC's

country or region. The delegation must

be accompanied by its flag, carried

by two of its members. The flags for

the delegations shall be provided by

HAGOC and be of equal size.

NOC delegations shall take part in

the ceremony parade in the OCA

official order, except for China, which

takes up the last position.

At the Opening Ceremony, the OCA

flag, unfurled and carried horizontally,

will be brought into the stadium and

raised on the flagpole while the OCA

anthem is being played.

3.2 Closing Ceremony

At the Closing Ceremony, NOC

delegations enter the arena together. The

OCA flag will be slowly lowered on the

flagpole while the OCA anthem is being

played. After being unfurled, it will be

carried horizontally out of the stadium.

所有竞赛场馆内，礼宾旗帜原则上

悬挂在主席台或亚奥理事会大家庭区（6

区）正对面上方位置。以主席台或 6 区

中心座席视野为参照，从左至右依次悬

挂四主旗：亚洲单项体育联合会会旗、

亚奥理事会会旗、中国国旗、第 19 届亚

运会会旗。参赛国家和地区奥委会旗帜

以四主旗为中心，按 19 届亚运会礼宾顺

序一右一左依次对称排列。如该项赛事

由国际单项体育联合会具体负责，则将

亚洲单项体育联合会会旗替换成国际单

项体育联合会会旗。

4. Venues

4.1 Competition Venues

Inside Competition Venues

At all competition venues, protocol

flags should, in principle, be hung

opposite the podium or the OCA

Family Zone (Zone 6). The four main

flags, facing the podium or the centre

line of Zone 6, should be hung from

left to right in the following order:

AF flag, OCA flag, Chinese flag, and

HAGOC flag. With the flag protocol

set in the center, NOC flags should

be arranged symmetrically from

right to left in protocol order. If the

event falls under the responsibility

of a related IF, the AF flag shall be

replaced with that IF's flag.

Asian Games Village &

Athletes Sub-villages

The flag plaza in the Athletes Village

should be sited opposite the seating

area. The three main flags, OCA

flag, Chinese flag and HAGOC flag,

should be hung from left to right in

the centre of the first row. With three

main flags in the centre, 45 NOC

flags are arranged symmetrically

from left to right in rows following

protocol order.

Three flagpoles should be set up in

prominent positions at the Media

Village and Technical Officials Village,

with three main flags hung from

left to right in the following order:

OCA flag, Chinese flag and HAGOC

flag. The flags should be centred on

the main entrance at each Village,

with the main building of the Village

serving as the background.

Athletes Sub-villages (hotels) is to be

the same as that at the Headquarters

Hotel. Three flagpoles should be

Athletes Sub-villages (hotels). The

on the main entrance and the main

5. 对旗帜的要求

5.1 旗帜的比例

礼宾旗帜规格将严格遵照中华人民

共和国国旗标准，旗帜长宽比例统一为

3:2（尼泊尔奥委会礼宾旗帜除外）。

5. Flag Requirements

5.1 Proportions

The standards of protocol flags will

strictly be the same as that of the

National Flag of the People's Republic

of China. A standard width to height

ratio of 3:2 has been adopted for all

flags, regardless of their original size,

except for the Nepal NOC flag.

Use a size 2 (2.4m×1.6m) flag in the

horizontal direction supported by

steel wires, in indoor venues, and in

the vertical direction if there is not

enough space in the flag hanging

area. If there is still not enough space,

a size 3 flag (1.92m×1.28m) hung

vertically can be used. Flagpoles

should be set up at outdoor venues,

and flags hoisted in a conventional

manner. Generally, a size 2 flag

should be used. A size 3 flag is

acceptable where there is insufficient

space. In principle, flagpoles 12-15

metres in height should be installed

when size 2 flags are being used,

while flagpoles less than 12 metres in

height can be used with size 3 flags.

Flagpoles installed at the one venue

should all be the same height. There

are no specific rules on the exact

distance between flagpoles.

室内场馆应用钢丝水平悬吊 2 号旗

帜（规格为 2.4m×1.6m），如旗帜悬挂

区域空间不够，可垂直悬挂，垂直悬挂

空间仍不够，则酌情使用 3 号旗帜（规

格为 1.92m×1.28m）垂直悬挂。室外场

馆应设置礼宾旗杆，用常规方式悬挂旗

帜，一般使用 2 号旗，如旗杆间距不够，

则使用 3 号旗。原则上，高度为 12-15 米

的旗杆悬挂 2 号旗，高度为 12 米以下的

旗杆悬挂 3 号旗。同一场馆的旗杆高度

应当一致，旗杆前后左右距离无硬性规

定。

5.2 礼宾旗帜升挂注意事项

礼宾旗帜，具有最突出的象征意义，

在升挂时必须遵守相关国际外交礼仪要

求。

●礼宾旗帜在升降前后，应保持折

叠状态

●礼宾旗帜升起后，应保持同等高

度

●礼宾旗帜应大小一致

●礼宾旗帜必须牢固悬挂，并确保

其不会下降或滑落

●礼宾旗帜悬挂应保持间距相等

●礼宾旗帜出现破损、脏污时，应

及时更换新旗帜

5.3 夜间照明

由于大部分礼宾旗帜在夜晚被降下

并不可行，所以礼宾旗帜附近应安装相

关的辅助照明设施，以确保礼宾旗帜在

夜晚不被降下时，仍能被看到。

5.2 Flag Handling

Protocol requires certain etiquette to

be followed when handling a flag, a

nation's foremost symbol.

● flags should be folded when

carried to and from flagpoles

● no flag should be in a position

lower than another flag

● no flag should be smaller than

another flag

● flags should be securely fastened

so as not to fall

● flags should be evenly spaced

● if a flag is visibly damaged or

smudged, it should be replaced with

a new one

5.3 Lighting at Night

As lowering the flags at night and

raising them again at dawn would

not be feasible due to the number

of flags involved, arrangements

regarding lighting are required to

ensure that they can still be seen at

night.

6. 管理部门和职责

杭州亚组委外联部负责监督指导礼

宾旗帜的正确悬挂和使用，场馆建设部

负责监督协调场馆建设主体做好礼宾旗

杆和礼宾旗帜悬挂装置的设计和安装，

各场馆运行团队负责场馆礼宾旗帜的储

藏、悬挂、更换、管理以及旗帜悬挂装

置的维护。

6. Responsibilities

T h e I n t e r n a t i o n a l R e l a t i o n s

Department at HAGOC is responsible

for providing guidance on, and

supervising, the correct hanging and

use of flags flown at the Games. The

Venues Department is responsible

for supervising and coordinating

the design and installation of the

flagpoles and fittings used to hoist

and hang the flags. Each Venue

Management team is responsible

for the storage, use, replacement

and management of the flags and

maintenance of flag-hoisting fittings.

Inside the venue for the opening

and closing ceremonies, protocol

flags should be hung opposite the

podium. The three main flags, facing

the centre of the podium, should

be hung from left to right in the

following order: APC flag, Chinese

flag and HAPGOC flag.

With the three main flags in the

centre, 45 NPC flags are arranged

symmetrically from left to right in

protocol order.
