2013 年，习近平总书记相继提出共建“丝绸之路经济带”和“21 世纪海上丝绸之路”。潼南地处“一带一路”重要节点，具有承东启西、连

接南北的独特区位优势，着力在畅通开放通道、夯实开放平台、培育开放产业、优化开放环境、建立开放机制上持续发力，加快建设重庆西

部开放高地，把潼南打造成为重庆内陆开放高地建设的重要支点。

The General Secretary Jinping Xi put forward one after another of co-constructing “The Silk Road Economic Belt” and “The 21st

Century Maritime Silk Road”. By locating at the significant nodes of “Belt and Road Initiative”, Tongnan has the unique geographical

advantages of connecting the east with the west and connecting the north with the south. It strives to make sustained efforts in

unblocking open channels, consolidating open platforms, cultivating open industries, optimizing open environment and establishing

open mechanisms, so as to speed up the construction of Chongqing's western open highland and make Tongnan be an important

fulcrum for the construction of Chongqing's inland open highland.

2016 年 9 月，中共中央、国务院印发《长江经济带发展规划纲要》，提出“一轴、两翼、三极、多点”的发展格局，强调“走生态优先，

绿色发展”之路，充分利用黄金水道，构筑综合立体交通走廊，带动中上游腹地发展，引导产业由东向西梯度转移，形成新的区域增长极。潼

南处于产业由东向西梯度转移的重要节点位置，承接产业转移，推动绿色发展，扩大对外开放，迎来重大机遇。

In September of 2016, the Central Committee of the Communist Party of China and the State Council published Outline of the

Development Plan for the Yangtze River Economic Zone, and put forward the development pattern of “One Axis, Two Wings, Three

Poles, Multiple Points”, emphasized the method of “Ecological Priority and Green Development”. Make full use of the golden waterway,

build a comprehensive three-dimensional transportation corridor, promote the development of the hinterland in the upper and middle

reaches, guide the gradient transfer of industries from east to west, and form a new regional growth pole. Tongnan is located in an

important node of industrial gradient transfer from east to west, undertaking industrial transfer, promoting green development,

expanding opening to the outside world, and ushering in great opportunities.

2020 年 5 月 17 日，中共中央、国务院发布《关于新时代推进西部大开发形成新格局的指导意见》，继续实施差别化用地、税收等政策，

新增建设用地指标进一步向西部地区倾斜。潼南作为重庆向西开放的重要通道，战略节点地位十分突出，政策红利持续释放。

In May 17, 2020, the Central Committee of the Communist Party of China and the State Council published Strategic Opportunities for

Western China Development in the New Era, and shall continue to implement policies such as differentiated land use and taxation,

and further tilt the indicators of new construction land to the western region. Tongnan, as an important channel for Chongqing to

open to the west, has a very prominent strategic node position, and the policy dividend continues to be released.

2021 年 10 月，中共中央、国务院印发《成渝地区双城经济圈建设规划纲要》，

支持重庆、成都地区更大力度、更高标准承接国内东部地区优势产业转移，适当

疏解重庆和成都中心城区一般性制造业、区域性专业市场和物流基地等功能设施

梯度转移；遂潼联合建设川渝毗邻地区一体化发展先行区，纳入成渝地区双城经

济圈 10 个川渝毗邻地区合作功能平台。潼南是重庆、成都相向发展桥头堡城市，

由“地理边缘”变成“成渝腹心”，区位优势进一步凸显，有条件在重大产业转移过程

中抢占先机。

In October 2021, the Central Committee of the Communist Party of China and

the State Council published Outline of Construction Planning for ChengduChongqing Economic Circle, support Chongqing and Chengdu to undertake

the transfer of superior industries in the eastern part of China with greater

efforts and higher standards, and appropriately ease the gradient transfer

of functional facilities such as general manufacturing, regional specialized

markets and logistics bases in the central urban areas of Chongqing and

Chengdu. Suining and Tongnan jointly build a pioneer area for the integrated

development of Sichuan-Chongqing adjacent areas, and incorporate it into 10

functional platforms for cooperation between Sichuan-Chongqing adjacent

areas in the Chengdu-Chongqing economic circle. Tongnan is the bridgehead

city of Chongqing and Chengdu, by transferring from "Geographical Edge" to

"The heart of Chengdu and Chongqing", its advantages of location are further

highlighted, and it is possible to seize the opportunity in the process of major

industrial transfer.

Government of Chongqing published Action Plan for the Construction of

Chongqing Metropolitan Area(2020-2022), giving Tongnan the orientation

of bridgehead city in the main urban area of Tongnan clearly requires

Tongnan to build important high-tech industrial base, new environmental

protection material base, characteristic agricultural product base, leisure

agricultural tourism resort, modern intelligent logistics base, and to build

an integrated development pioneer area, Chengdu-Chongqing modern

industrial undertaking and supporting agglomeration area, so as to speed

up the transformation of traditional manufacturing industry in Tongnan.

潼南地处国家“一带一路”和中欧班列、陆海新通道重要节点，坚定不移建设成渝地区双城经济圈枢纽城市，着力构建铁、公、水、空多式联运交通体系，

基本形成“四高三铁一航一港”多向辐射型立体交通网络格局。

四高——渝遂高速、合潼安高速、潼荣高速、渝铜安高速。渝遂高速、合潼安高速、潼荣高速作为城区外环两两相交，外环高速长 50 余公里，形

成城区约 160 平方公里天然围合范围。

三铁——渝遂快速铁路、渝（潼）遂绵高铁、市域（郊）铁路。动车从潼南出发，到重庆 40 分钟，到成都 70 分钟。设有货运场站。

一航——规划建设 A1 类通用机场。

Located at the significant nodes of “Belt and Road Initiative”, China-Europe freight train and new land-sea passage, Tongnan unswervingly build

a hub city in the economic circle of Chengdu and Chongqing, and focus on building a multimodal transport system of rail, public, water and

air. As a result, it has basically formed a multi-directional radiation three-dimensional transportation network pattern of "Four Highways, Three

Railways, One Navigation and One Port".

Four expressways : Chongqing-Sui Expressway, Hetong'an Expressway, Tong Expressway and Yu'an Expressway. Chongqing-Sui Expressway,

Hetong-'an Expressway and Tong Expressway intersect in pairs outside the urban area, with an outer expressway of more than 50 kilometers,

forming a natural model of 160 square kilometers in the urban area.

Three Railways: Chongqing-Suining Expressway, Chongqing (Tong) Suigao and City (Suburb) Road. Move out of Tongnan, weighing 40 minutes

and 70 minutes to Chengdu. There is a freight station.

One Navigation: Class A1 general airport is planned and constructed.
