2024年1月22日，山东省政府工作报告明确点出，济南都市圈发展规划获得批复，这

是在省级层级首次官宣。由此，济南都市圈成为北方第五个、黄河流域第三个获批的

国家级都市圈。

济南都市圈范围包括济南、淄博、泰安、聊城、德州、滨州6市25县区，面积超过2.2

万平方公里，略大于已获批的青岛都市圈。

On January 22, 2024, the Shandong Provincial Government Work Report clearly announced that the

development plan for the Jinan Urban Metropolis Circle has been approved, which is the first official

announcement at the provincial level. As a result, the Jinan Urban Metropolis Circle became the fifth

national-level urban metropolis circle in the north and the third in the Yellow River Basin to receive

approval.

The Jinan Urban Metropolis Circle covers 25 counties and districts in 6 cities, including Jinan, Zibo,

Tai'an, Liaocheng, Dezhou, and Binzhou, with an area of over 22,000 square kilometers, slightly larger

than the approved Qingdao Urban Metropolis Circle.

Jinan Start-up Area for Growth Drivers Transformation is located in the central and northern parts

of Jinan, spanning both sides of the Yellow River, with a planned area of approximately 798 square

kilometers. It was established and started operation on August 19, 2021, as the second start-up area

in the country after Xiong'an Start-up Area, and the only new district with the theme of \"Growth

Drivers Transformation\". And the only \"physical\" new district supported in the \"Outline of the

Yellow River Basin's Ecological Protection and High-quality Development Plan\". It enjoys the policy

dividends of \"Four Zones in One\" (Pilot Free Trade Zone, State-level New Areas, National Innovation

Demonstration Zone, Comprehensive Innovation and Reform Pilot Area).

推进起步区建设工作领导小组由省市主要负责同志担任组长。

2022 年 11 月，山东省出台《关于支持济南新旧动能转换起步区建

设发展的若干措施》。

2023 年 1 月，济南市出台《关于进一步支持济南新旧动能转换起步

区高质量发展的若干措施》。

2023 年 11 月，山东省推进起步区建设工作领导小组正式印发了《济

南起步区城市副中心示范区建设实施方案》。

Jinan Start-up Area for Growth Drivers Transformation Management Committee

黄河最短只需3分钟。

A total of 21 cross-Yellow River bridges and tunnels are planned from the main urban area

to the start-up area, with 9 currently open and 5 under construction, the shortest crossing

of the Yellow River only taking 3 minutes.

总投资700亿元的济南国际机场二期改扩建正在进行，2027年建成后将拥有

3条4F级跑道，可满足年旅客吞吐量5500万人次。

The second phase reconstruction and expansion of Jinan International Airport, with a

total investment of 70 billion yuan, is under way. After completion in 2027, it will have

three 4F-class runways, which can meet the annual passenger throughput of 55 million

passengers.

黄河大桥复线2025年通车后，从大明湖到起步区开车约28分钟。

After the completion of the double-line of the Yellow River Bridge in 2025, it will take

approximately 28 minutes to drive from Daming Lake to the Start-up Area.

黄河国际会展中心位于起步区崔寨片区，净展览面积达 51 万㎡，是国内室内展馆面积最大、

全球综合规模最大的会展中心，由展览中心、会议中心和酒店中心三大板块组成。中心于

2023 年 11 月正式启用，成功举办 2023 中国（济南）国际机床及智能制造装备博览会。

荣获“2023 年度中国新锐会展场馆”、中外会展金樽杯“最佳场馆新秀”等多项荣誉称号。

Located in Cuizhai part of the start-up area, the Yellow River International Convention and Exhibition Center has

a net exhibition area of 510,000 square meters. It is the largest indoor exhibition center in China and the largest

comprehensive scale in the world. The center consists of three main sections: the exhibition center, the conference

center, and the hotel center. It officially opened in November 2023 and successfully hosted the 2023 China (Jinan)

International Machine Tool and Intelligent Manufacturing Equipment Expo. It has won many honors such as the \"2023

China's Emerging Venue\" and the \"Best New Venue\" of the China Foreign Exhibition Golden Goblet.

黄河体育中心位于起步区崔寨片区，用地面积约 948 亩，主要建设专业足球场、体育馆、

游泳馆及全民健身中心，是济南首个专业足球场，也是山东省目前面积最大的专业足球场。

中心预计于 2026 年 12 月底项目竣工验收，建成后可承办世俱杯、亚洲杯等国际足联 A

级赛事及国内大型赛事。

Located in the Cuizhai part of the start-up area, with a land area of approximately 63 hectares, the main construction

of the Yellow River Sports Center includes a professional football field, gymnasium, swimming pool, and community

fitness center. It is the first professional football field in Jinan and currently the largest one in Shandong Province. The

center is expected to be completed and accepted by the end of December 2026, and can host international FIFA A-level

events such as the Club World Cup and the Asian Cup, as well as large-scale domestic events.

Jinan Yaoqiang International Airport

济南遥墙国际机场位于起步区临空经济区，是中国重要的入境门户和干线机场之一，目

前正实施二期改扩建工程，总投资近 700 亿元，新建 60 万平方米 T2 航站楼、13 万平

方米综合交通中心、两条 3600 米的跑道等相关配套设施，以建设平安、绿色、智慧、

人文“四型机场”为目标，打造一体融合、换乘便捷、集约高效的国际机场。

Located in the airport economic zone of the start-up area, Jinan Yaoqiang International Airport is a

crucial entry point into China. With a total investment of around 70 billion yuan, the second phase

of its renovation and expansion is currently being carried out. Yaoqiang Airport will be made safe,

green, intelligent, and humanistic with the construction of a 600,000-square-meter T2 terminal, a

130,000-square-meter comprehensive transportation center, two 3,600-meter runways, and other

supporting facilities. This will help in the creation of an integrated, convenient, and efficient international

airport.

North Campus of the Second Hospital of Shandong University

山东大学第二医院北院区位于起步区崔寨片区，规划用地面积 214.5 亩，是起步区首家三

级甲等综合医院，包括急诊急救中心、门诊、综合诊疗中心、感染性疾病科、病房楼等工程，

规划总床位 2000 张。医院一期已竣工交付，满足周边百姓医疗需求。

Located in the Cuizhai part of the start-up area, the North Campus of the Second Hospital of Shandong

University covers a planned land area of 14.3 hectares. It is the first Class III Grade A General Hospital in

the start-up area, including an emergency center, outpatient department, comprehensive diagnosis and

treatment center, infectious disease department, ward building, etc., with a total planned bed capacity

of 2000. Phase I of the hospital has been completed and delivered to meet the medical needs of the

surrounding residents.

山东省实验中学鹊华校区

Shandong Experimental High School Quehua Campus

山东省实验中学鹊华校区位于起步区大桥片区，规划用地面积约 220 亩，办学规模为 60

班普通班和 20 班国际班，可容纳学生 3500 人。2023 年 11 月，学校高中项目已全面开

工建设，计划于 2024 年 6 月竣工交付，秋季学期投入使用。

Located in Daqiao, the start-up area, the Shandong Experimental High School Quehua Campus has 60

regular classes and 20 international classes on a planned area of around 15 hectares, with 3500 students

able to be accommodated. The high school project started construction in November 2023 and is

scheduled to be finished and delivered in June 2024, in time for autumn term.

拥有客房近 600 间，配备近 2000 ㎡无柱宴会厅及多功能厅，可承接约千人会议及用餐。

Qbox/Qube Hotel of Greenland is located in the Cuizhai part of the start-up area, adjacent to the Jinan

Yellow River International Convention and Exhibition Center, with a total construction area of 75,000

square meters. It is a new hotel brand under the Greenland Hotel and Tourism Group, which is the highend business hotel, featuring nearly 600 rooms, a nearly 2000-square-meter pillar-less banquet hall and

multi-functional halls, capable of hosting approximately a thousand people for conferences and dining.

2022 年 7 月 6 日，中国—加勒比发展中心揭牌仪式暨中国—加勒比发展交流会在山东

济南举行，该中心由外交部和山东省联合设立，旨在通过深化双方在减贫、粮食安全、

发展筹资、气候变化和绿色发展、工业化、数字经济、互联互通等领域的交流与合作，

进一步推动中国和加勒比关系提质升级。中心已落地起步区中科新经济科创园，全力

谱写中加合作新篇章。

On July 6, 2022, the unveiling ceremony of the China-Caribbean Development Center and the ChinaCaribbean Development Communication Conference were held in Jinan, Shandong. The center was jointly

established by the Ministry of Foreign Affairs and Shandong Province, aiming to deepen communication

and cooperation between China and the Caribbean in areas such as poverty reduction, food security,

development financing, climate change and green development, industrialization, digital economy,

and connectivity, to further promote the upgrading of China-Caribbean relations. The center has been

established in Zhongke New Economic Science & Technology Innovation Park, striving to create a new

chapter in China-Caribbean cooperation.

的总体定位，建设山东省、济南市、起步区全方位对接新加坡政府、企业的重要节点，

打造鲁新两地政府与企业界信息发布、洽谈交流、形象展示的首选窗口。中心已落地起

The Shandong (Singapore) Enterprise Service Center is dedicated to supporting the high-level openingup of Shandong Province and exploring new cooperation models with Singapore. It serves the national

strategy of the Yellow River Basin's Ecological Protection and High-quality Development. With the principle

of \"Establish High Land for Cooperation and Found the Meeting Center for High-quality Development\",

the Shandong (Singapore) Enterprise Service Center is an important node for the overall connection

between Shandong Province, Jinan City, and the start-up area to engage with the Singapore government

and enterprises. And also become the preferred window for information dissemination, negotiation

and exchange, as well as the image display between the governments and enterprises of Shandong and

Singapore. The center has been established in Zhongke New Economic Science & Technology Innovation

Park, serving as a platform for Singaporean enterprises and showcasing Shandong's open cooperation.

中德技术学院，成立于 2011 年 7 月，是济南职业学院进行德国“双元制”人才培养的

本土化实践成立的二级学院，国家骨干高职院校建设项目之一，德国联邦政府首次在中

国境内设立的“双元制职业教育全球网络项目合作单位”。学院通过中国式学徒制新模

式，重点培养高素质技术技能人才，为费斯托、马夸特、大陆等著名外资企业累计输送

Sino German Technical College, established in July 2011, is a secondary college established by Jinan

Vocational College for the localization of German \"dual system\" talent cultivation. It is one of the national

backbone vocational college construction projects and the first \"dual system vocational education global

network project cooperation unit\" established by the German federal government in China. The college has

adopted a new model of Chinese style apprenticeship, focusing on cultivating high-quality technical and

在城市规划与建设、项目导入与培育、城市管理与运营等领域，深化与新加坡合作交流，

导入全球资源，融入国际元素，打造国际合作的典范。

中新（济南）绿色智慧示范区首开区，总占地 0.94 平方公里，包括研发办公、科技服务、

商业商务、国际公寓等，周边规划 2 条城市快速路和 5 条地铁线。

2024 年，将全面启动中新（济南）绿色智慧示范区首开区开发建设，广泛借鉴新加坡规

划设计、开发建设、低碳技术、绿色发展、能源管理、产业运营等方面的先进经验，打造

黄河流域具有国际竞争优势的现代化产业集群。

It is located in the core area of the urban sub-center of the start-up area, with a planned area of 27.7 square kilometers.

It is designed for China-Singapore (Suzhou) Industrial Park, China-Singapore (Tianjin) Eco-City, China-Singapore

(Chongqing) Connectivity Demonstration Project, and China-Singapore (Guangzhou) Knowledge City. With the support

of smart green, it will engage in the fields of urban planning and construction, project introduction and cultivation,

urban management and operation for deepening cooperation and exchanges with Singapore, import global resources,

integrating international elements, as well as creating a model of international cooperation.

The first China-Singapore (Jinan) Green and Smart Demonstration Zone, covering a total area of 0.94 square kilometers,

including research and development office, science and technology services, commercial commerce, international

apartments, etc., with 2 urban expressways and 5 subway lines planned around it.

In 2024, the development and construction of the first China-Singapore (Jinan) Green and Smart Demonstration Zone

will be fully launched, drawing on Singapore's advanced experience in planning, design, development and construction,

low-carbon technology, green development, energy management and industrial operation, hoping to build a modern

industrial cluster with international competitive advantages in the Yellow River Basin.
