编辑说明

    1.《桐庐年鉴 2022》以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”

重要思想、科学发展观、习近平新时代中国特色社会主义思想为指导,坚持辩证唯物主义

和历史唯物主义的立场、观点和方法,全面、系统地记载 2021 年桐庐政治、经济、文化、

社会和生态文明发展的基本情况,为广大读者了解和研究桐庐提供基本信息资料。

    2. 本书采用分类编辑法。保持“卷首”“百科”“卷末”3 个基本组成部分和栏目、

分目、条目 3 个层次的框架结构。“卷首”设特载、大事记、总述;“百科”设中共桐庐

县委员会、桐庐县人民代表大会等 22 个类目;“卷末”设名录、专刊、索引。

    3. 本书所采用的文字原稿和数据,均由桐庐县政府各部门、各乡镇政府和街道办事处

提供。稿件由专人撰写,领导审核,文后署作者名。凡涉及全县性国民经济和社会发展的

数据,均以桐庐县统计局提供的为准。

    4. 本书中的特载、文献中的重要文件按原文辑录;县级主要机构及负责人名录,由县

委组织部提供;专刊中的国家级、省级、市级的获奖名单由相关各级部门单独提供;县级

的获奖名单以县委、县人大、县政府、县政协公布的文件为准。

    5. 本书随文图片由各单位撰稿人提供,均不署名。年鉴彩页及辑封图片由县委宣传部、

县融媒体中心、县文联等单位提供,已知拍摄者的署拍摄者名;但因选用图片来源较广,

少数图片未能在出版前及时联系到拍摄者或版权归属方,请拍摄者或版权归属方看到后与

中共桐庐县委党史研究室(桐庐县地方志研究室)联系。

现在,我代表中共桐庐县

第十四届委员会向大会作报告。

中国共产党桐庐县第十五

次代表大会,是在我们党成立

一百周年,开启全面建设社会

主义现代化国家新征程,全党

上下深入学习贯彻十九届六中

全会、中央经济工作会议精神

和全省扎实推进高质量发展

建设共同富裕示范区的关键时

刻,召开的一次十分重要的会

议。大会的主要任务是:高举

习近平新时代中国特色社会主

义思想伟大旗帜,深入贯彻党

的十九大和十九届历次全会精

神,在党的百年奋斗历史经验

中汲取智慧力量,全面落实省、

市委重大决策部署,认真总结

县第十四次党代会以来的工作,

研究确定今后 5 年的奋斗目标

和主要任务,选举产生中共桐

庐县第十五届委员会和中共桐

庐县第十五届纪律检查委员会,

进一步团结带领全县各级党组

织、广大党员干部群众,担当

作为、锐意进取,为打造高质

量发展建设共同富裕示范区县

域标杆而努力奋斗。

一、过去 5 年的重点工作

和主要成效

县第十四次党代会以来的

5 年,是桐庐发展历史上极不

寻常的 5 年。面对复杂多变的

外部形势和新冠肺炎疫情等重

大考验,我们坚持以习近平新

时代中国特色社会主义思想为

指导,在中央和省委、市委的

坚强领导下,深入贯彻习近平

总书记考察浙江、杭州时的重

要讲话精神,围绕“建设山清

水秀民富县强的美丽中国桐庐

样本”目标,深入实施“生态

立县、产业强县、全民兴县”

三大战略,紧扣经济建设中心,

扛起“美丽生态、改革创新、

乡村振兴、文化文明、民生幸

福”5 面大旗,高水平全面建

凝心聚力强产兴县  久久为功铸美富民

成小康社会,为高质量发展提

供了坚实支撑,为未来发展开

辟了广阔空间。

5 年来,我们旗帜鲜明讲

政治,进一步锤炼对党忠诚的

政治品质。坚持把党的政治建

设作为根本性建设,把“讲政

治”贯穿发展全过程,高质量

开展“两学一做”学习教育、“不

忘初心、牢记使命”主题教育

和党史学习教育,全面开展“我

为群众办实事、我为企业解难

题、我为基层减负担”专题实

践活动,精心组织开展庆祝建

党一百周年系列活动。建立县

委常委会重大决策前学理论和

党委(党组)理论学习中心组

学习巡听旁听制度,完善政治

生态建设年度报告制度,带领

全县上下增强“四个意识”、

坚定“四个自信”、做到“两

个维护”、拥护“两个确立”。

坚决贯彻落实习近平总书记重

要讲话和指示批示精神,全面

完成省委巡视反馈意见整改工

作,强力推进“七张问题清单”

整改落实,政治生态不断优化。

5 年来,我们持之以恒抓

经济,进一步形成高质量发展

的良好态势。地区生产总值、

财政总收入分别达 400 亿元和

67.35 亿元(预计数,下同),

年均增长 6%、9.4%;城乡居民

人均可支配收入分别为 60960

元和 37250 元,年均增长 7.5%、

8.6%, 收 入 比 缩 小 至 1.64。

累计完成全社会固定资产投资

607 亿元,年均增长 6.6%。实

施制造业高质量发展三年行动

计划,规模以上工业总产值突

破 500 亿元,高新技术、装备

制造和战略性新兴产业增加值

占全县规模工业比重分别达到

57%、50% 和 45%,视觉智能产

业产值突破百亿元,磁性材料

产业产值年均增长 30% 以上。

深化“快递回归”战略,启动

富春未来城建设,累计招引快

递及关联产业项目 187 个,实

现快递产业营收 603.6 亿元、

税收 31.33 亿元。“三通一达”

等重大项目落地推进,全国首

个快递物流装备物资集中采购

交易中心建成运行,中国(杭州)

国际快递业大会影响力持续扩

大,全省首批物流示范县综合

改革创新试点通过验收。培育

大健康产业,成为长三角首个

国家级生命健康产业先行试验

区。依法收回瑶琳仙境等 6 大

景区,创成国家全域旅游示范

区。出台“春风”系列、“金

融十二条”等惠企政策,建成

全国首个县级知识产权保护中

心。新增国家高新技术企业

206 家,入围中国创新百强县。

5 年来,我们驰而不息美

城乡,进一步夯实“中国最美

县”的亮丽底本。始终把美丽

作为桐庐最具特色的优势,城

乡颜值不断提升、美丽气质不

断彰显。持续完善全域美丽建

设多跨协同机制,启动富春未

来城全域未来社区和富春江“黄

金左岸”等美丽单元建设,创

成省级美丽城镇样板 4 个,“十

个一”标准成为全省示范,全

省城乡风貌整治提升暨未来社

区建设现场会在桐庐召开,入

选国家新型城镇化建设示范名

单,创成全省首批大花园示范

县。设立美丽乡村发展基金,

181 个村全部实现“3020”目标。

培育新时代美丽乡村综合示范

村,打造芦茨等共富村域样板。

获评全国乡村建设评价样本县、

全国村庄清洁行动先进县,创

成全省首批美丽乡村示范县。

深入打好治水治气治土治废治

塑攻坚战,中央环保督察、长

江经济带专项督察问题整改全

面完成。杭黄铁路、富春江船闸、

富春江三桥等建成投用,杭温

高铁、湖杭铁路连接线、临建

高速加快推进,荣膺全国首批

城乡交通运输一体化示范县、

“四好农村路”全国示范县。

5 年来,我们蹄疾步稳促

改革,进一步激发创新创业的

内生动力。弘扬勇于改革的传

统、激活善于创新的基因,深

化“最多跑一次”改革,获国

务院、省政府督查激励,被《领

跑者》《竞跑者》刊登 12 次。

中央深改委会议审议通过改革

与法治衔接问题清单的浙江建

议。率先开展“大综合、一体化”

行政执法改革,一体化平台入

选省数字法治最佳实践案例。

深耕“三农”改革,获国家和

省级试点 8 项,村域规划“多

规合一”、农村集体产权制度

改革等走在全省前列。深化“最

多跑一地”改革,打造县域法

治首善之区,率先建成县、乡

两级社会矛盾纠纷调处化解中

心。推出“县领导 365 接访”

等机制,创成全国首批法治政

府建设示范县、法治浙江(法

治政府)建设示范县、全省首

批无信访积案县。全力攻坚数

字化改革,快递产业大脑、乡

镇(街道)公权力运行监督平

台等 41 个项目入选省市揭榜挂

帅和试点项目,上线运行特色

应用场景 7 个。

5 年来,我们用心用情惠

民生,进一步擦亮“最具幸福

感”的城市名片。面对突如其

来的新冠肺炎疫情,果断决策、

沉着应对,慎终如始抓好“外

防输入、内防反弹”,打赢疫

情防控城南保卫战。开展“三

医联动”“六医统筹”集成改

革,推进县第一人民医院、县

妇保院迁建,促进医联体、医

共体融合提升。实施“美好教

育”行动,加强名校合作办学,

新建学校 12 所。创成全国文明

城市,新时代文明实践中心试

点建设成效斐然。“家院一体”

微型养老模式全国领先。扫黑

除恶专项斗争、政法队伍教育

整顿扎实推进。获全省首批“平

安金鼎”。推出多轮惠民政策,

成立教育、体育、文明、越剧

等基金,办好“桐庐百姓日”“企

业家日”等品牌活动,荣登中

国最具幸福感百佳县(市)榜

首。文体事业蓬勃发展,获评

全省首个“中国诗歌之乡”;

有序推进杭州亚运会马术项目,

竞技体育名列全省前茅,桐庐

体育健儿获第 32 届夏季奥运会

冠军。扎实做好东西部扶贫协

作和对口支援工作,助力榕江

县如期实现脱贫摘帽。

五年来,我们从严从实强

党建,进一步筑牢县域发展的

红色基石。坚决扛起管党治党

主体责任,制定“两抓两转”20

条意见,创设县基层办,建立“一

线常委会”等制度。圆满完成

村社组织换届省级试点和 203

个村社组织换届工作,集中整

顿软弱涣散村党组织经验做法

在中央专题工作推进会上作交

流发言。新时代快递业党建论

坛成功举办。意识形态工作责

任制全面落实。加强红色教育

阵地建设,创设“青桐书院”,

“新村夜话”宣讲团获中宣部

基层理论宣讲先进集体称号。

强化铁军是“带出来、干出来、

管出来”意识,推出县领导“五

联系一领衔一包案”“季述年

评”等制度,评选“担当作为

好干部”,16 人获省、市表彰,

顺利完成乡镇换届和领导班子

调整。创设县委接受纪委监督

9 项机制,开展容错免责、澄

清正名,建立“季评年排”“三

点一评议”等制度。坚持和加

强党对人大、政协工作的领导,

支持人大、政协围绕中心、履

职尽责、主动作为。“党管武装”

成为全省先进样板,统战、法院、

检察、群团、老干部、档案管理、

对台等工作扎实开展。

鉴往知来,向史而新。5

年的奋斗与探索,让我们深切

体会到:必须坚持和加强党的

全面领导。只要我们始终坚持

旗帜鲜明讲政治,深学笃用习

近平新时代中国特色社会主义

思想,坚决扛起守护“红色根脉”

的政治担当,自觉对标中央和

省市决策部署,一以贯之落实

习近平总书记对桐庐做出的“做

大做强、强化特色、拓展空间、

城乡联动”重要指示精神,做

到思想上同心、步调上同频、

行动上同向,就一定能战胜任

何艰难险阻,把桐庐各项事业

不断推向前进。必须践行以人

民为中心的发展思想。只要我

们始终坚持人民至上的价值取

向、行动指向,以百姓之心为心,

把人民的安危冷暖记在心头、

把群众的所思所盼作为追求,

就一定能团结带领全县人民心

往一处想、劲往一处使,齐心

协力创造温暖幸福的美好生活、

共同富裕的美好未来。必须坚

定走好特色发展之路。只要我

们始终保持战略定力,不求大

而全、但求美而精,坚持一张

蓝图绘到底、一任接着一任干,

在特色产业、美丽城乡、依法

治县、民生幸福等方面打造出

更多金名片,就一定能增强“人

无我有、人有我优、人优我特”

的核心竞争力,在激烈的区域

竞争中脱颖而出。必须弘扬奋

发拼搏的优良作风。只要我们

始终保持“天天拼搏、季季奋发”

的干事创业精气神,善于斗争、

争创一流,做到急难险重面前

“勇于上”、矛盾危机面前“敢

于扛”,就一定能打赢一场场

攻坚战,在知重负重中壮筋骨

长本领,在尽责履职中见实效

促发展,无愧今天的光荣使命,

不负明天的美好梦想。

上下同欲者胜,风雨同舟

者兴。桐庐这 5 年的发展成果

和宝贵经验,源自习近平新时

代中国特色社会主义思想的真

理力量和实践伟力,源自中央、

省委、市委的坚强领导,源自

历任县委领导班子的接续奋斗,

源自全县党员干部群众的团结

拼搏。在此,我谨代表中共桐

庐县委,向所有关心、支持和

参与桐庐各项事业发展的同志、

朋友和社会各界人士,致以衷

心的感谢和崇高的敬意!

成绩固然可喜,问题更需

警醒。当前桐庐的发展仍然存

在薄弱环节。我们要清醒看到:

对照高质量发展的要求,产业

结构不够优、平台能级不够高、

优质项目不够多、创新活力不

够强的状况仍未根本性改变,

对高端要素和有效人口的吸引

力有待增强,土地、资金等资

源要素的全域优化配置水平还

有待提升。对照群众对美好生

活的期盼,美丽品牌还需巩固

提质;教育、医疗、养老、物

管等民生事业还有不少痛点堵

点,疫情防控、安全生产、社

会稳定等领域的风险不容忽视。

对照全面从严治党的标准,少

数党组织管党治党的责任意识

还需加强;有的党员干部干事

创业的争先意识不强、担当精

神不足、专业素养不精、创新

能力不够,等等。对此,我们

要高度重视,切实采取措施,

认真加以解决。

二、今后 5 年的指导思想

和奋斗目标

凡益之道,与时偕行。当前,

百年变局和世纪疫情交织叠加,

我国经济发展面临需求收缩、

供给冲击、预期转弱三重压力,

挑战更具复杂性、全局性。与

此同时,中华民族伟大复兴步

伐铿锵、不可阻挡,已经进入

黄金机遇期、关键窗口期、承

压突破期、加速飞跃期。党的

十九届六中全会全面总结党的

百年奋斗重大成就和历史经验,

全党上下忠诚核心、拥护核心、

万众一心的大好局面不断巩固

发展。中央赋予浙江高质量发

展建设共同富裕示范区的光荣

使命,打造新时代全面展示中

国特色社会主义制度优越性重

要窗口的新目标新定位,杭州

争当共同富裕示范区城市范例,

奋力展现“重要窗口”头雁风采,

这些都为我们加快探索走出一

条具有现代化特征、顺应共富

期盼的高质量快速发展之路提

供了难得机遇。

放眼“两个一百年”历史

进程,踏上新的赶考之路,今

后 5 年具有继往开来、奠基开

局的重要意义。全县工作的指

导思想是:高举习近平新时代

中国特色社会主义思想伟大旗

帜,全面贯彻落实中央和省委、

市委决策部署,立足新发展阶

段,贯彻新发展理念,服务新

发展格局,忠实践行“八八战

略”、奋力打造“重要窗口”,

突出产业发展和美丽建设两大

主题,聚焦“优资兴业、聚人

兴城、强产兴县”三大战略,

全力实施“产业跃升、全域大美、

改革赋能、文化兴盛、民生福惠”

五大行动,着力打造特色产业

示范地、美丽中国引领地、数

智应用集成地、文明实践先行

地、幸福和谐新高地,持续擦

亮“潇洒桐庐郡、中国最美县”

品牌,努力成为高质量发展建

设共同富裕示范区县域标杆。

主要奋斗目标是:

——产业发展提速提质,

共富根基更扎实。强化大项目

大企业引领,坚持“新制造业

优先、三次产业融合”发展,

加快美丽事业向美丽产业、“快

递人之乡”向“快递产业之乡”

转变,打造若干个百亿级特色

优势产业集群,推动县域经济

综合实力和竞争力全面提升。

到 2026 年,全县地区生产总值

达到 600 亿元以上,工业企业

营收突破 1100 亿元,全社会

研发投入占地区生产总值比重

力争达到 3%,财政总收入突破

100 亿元。

——美丽建设领先领跑,

共富底板更亮丽。生态环境持

续优化,资源利用集约高效,

新型城镇化有力推进,城市重

要板块有序开发,宜居宜业品

质全面提升,城乡风貌引领全

省、领跑全国,创建“绿水青

山就是金山银山”实践创新基

地和国家生态文明建设示范区,

成为形神兼备、整体大美的现

代版“富春山居图”。

——数智改革赋能赋效,

共富引擎更强劲。坚持数字赋

能、改革引领,进一步变革生

产生活方式和治理方式,在重

点领域关键环节建成一批标志

性多跨应用场景,在资源配置、

要素保障、财政体制、招商机

文化得到更好的保护传承,文

化铸魂塑形赋能的强大力量不

断激发,群众思想觉悟、道德

水准、文明素养和全社会文明

程度不断提升,建设成为群众

公认、全国示范的“温暖之城”。

——民生福祉共建共享,

共富成色更饱满。人民至上理

念得到自觉践行,教育、医疗、

养老、育幼、助残等全生命周

期公共服务更加优质均衡,共

同富裕水平显著提升,居民人

均可支配收入超 7 万元,城乡

居民收入比缩小至 1.60。平安

桐庐、法治桐庐建设一体协同

推进,县域法治首善之区全面

建成,群众获得感幸福感安全

感持续增强。

——党的建设走深走实,

共富保障更有力。全面从严治

党主体责任压紧压实,忠诚核

心的政治品格更加坚定,党的

组织体系更加完善,各级党组

织更加坚强,干部素质能力更

加过硬,高水平清廉桐庐建设

深入推进,风清气正的政治生

态全面优化。

向着第二个百年奋斗目标

进军,打造高质量发展建设共

同富裕示范区县域标杆,既要

全面统筹整体推进,更要突出

主题抓住关键;既要放大优势

擦亮品牌,更要紧盯弱项补齐

短板。归根到底是要紧扣产业

发展和美丽建设,聚焦“优资

兴业、聚人兴城、强产兴县”

三大战略,全面系统谋划工作、

各方协同推动发展。

打造共同富裕示范区县域

标杆,关键在于优资兴业。资

源要素是推动事业发展、实现

共同富裕的必要条件、关键支

撑。要读懂资源。充分认识国

土空间、生态环境、资产资本、

数据资源等各类要素的稀缺性

和强约束性,增强“节约集约、

绩效优先”意识,做到以资定

城、以资定地、以资定产。要

科学配置。按照“县域一体、

全域统筹、错位发展”思路,

突出内部挖潜和对外拓展相统

一、有形之手和无形之手相结

合,持续盘活存量、做优增量、

提升质量,科学精准高效利用

资源,推动资源要素多方面全

维度保障生态生产生活所急、3

次产业融合发展所需。

打造共同富裕示范区县域

标杆,核心在于聚人兴城。城

市的核心是人,人是城市发展

最活跃的因素,必须坚持发展

为了人民、发展依靠人民。要

以人兴城。面向经济主战场、

面向人民所需所盼,完善更加

积极、开放、有效的人才政策,

打响“君山引凤·才聚春江”

品牌,培养引进更多高层次人

才、高素质人口,为高质量发展、

高品质生活提供强大智力支撑。

要以城惠人。围绕增强城市宜

居宜业属性,做优城市规划设

计,做强城市配套功能,做精

城市建设管理,增强城市集聚

力、带动力和发展活力。持续

放大桐庐环境优美、生活和美

的比较优势,推动城市的精明

增长与人的全面发展互促共荣,

让城市发展惠及全县人民。

打造共同富裕示范区县域

标杆,根本在于强产兴县。产

业发展是县域发展的基石,是

桐庐当前最突出最紧迫的任务。

要抓大抓实产业。牢固树立“大

抓产业、抓大产业”的鲜明导

向,坚持做强特色优势产业与

引育未来新兴产业并举,坚持

培育“顶天立地”企业与引育“铺

天盖地”企业并举,打造具有

核心竞争力的特色产业集群。

要做强做兴县域。清醒认识“产

业强则桐庐兴,桐庐兴必须产

业强”,谋深谋实产业定位、

策略和路径,强化体制机制改

革创新,驰而不息打造一流营

商环境,久久为功建链补链强

链,以产业提质促进发展能级

提升,以经济扩容筑牢共富物

质基础。

同志们,新故相推舒画卷,

丹青妙手向翠峰。把蓝图变为

现实,把愿景变成实景,始于

坚定、基于改革、成于拼搏,

容不得任何停留、迟疑和观望。

我们要强化争先意识、底线思

维,弘扬创新精神、求实作风,

树立“没有走在前列也是一种

风险”的忧患意识,放大视野

格局,跳出桐庐看桐庐,以“最

美”的标准要求自己、以“标杆”

的目标鞭策自己,在更广袤的

坐标系中比学赶超。要集中全

三、今后 5 年的主要任务

和重点工作

伟大成就需要接续奋斗,

伟大事业需要继往开来。今后

5 年乃至更加长远的时间,全

县上下要牢固树立打造共同富

裕示范区县域标杆这一目标,

只争朝夕、奋力拼搏、争先创优,

全力推动各项事业取得新成效、

实现新突破。

(一)实施产业跃升行动,

打造特色产业示范地

始终坚持发展第一要务,

聚焦产业基础再造和产业链提

升,落实碳达峰、碳中和要求,

以先进制造业为引擎,以美丽

经济、快递产业为特色,以数

字经济为新蓝海,推动一、二、

三产融合,加快经济增长动力

从依赖中小型、传统型企业为

主向依靠大企业、科创型企业

为主转变,加快产业发展模式

从资源消耗型向智力支撑型、

技术支撑型转变,实现特色发

展、高质量发展、可持续发展。

1. 构建特色产业优势

巩固制造业经济“压舱石”

地位,实施制造业高质量发展

五年倍增计划,开展新一轮制

造业“腾笼换鸟、凤凰涅槃”

攻坚行动,加快规上企业数字

化改造全覆盖,推动“未来工厂”

建设,打造视觉智能、磁性材料、

新能源 3 条百亿级产业链(集

群),推动针织、制笔等传统

产业提质增效,特色化发展医

疗器械等产业。制定实施新时

代“中国民营快递之乡”建设

五年行动方案,发展总部研发、

设备制造、装备交易、数据服

务等业态,加快快递(物流)

行业技术创新试验和应用集聚,

打造中国快递物流产业新高地,

到 2026 年实现快递(物流)产

业链产值(营收)超 700 亿元。

以全域景区化建设为抓手,推

进旅游业“微改造、精提升”

五年行动,加快国有景区提升

改造、民宿产业升级、服务环

境优化,推进美丽乡村建设与

农文旅、医美康养融合发展,

构建“一城四区一带一路”全

域旅游格局,创建国家 AAAAA

级旅游景区。以高质量办好杭

州亚运马术赛事为契机,深谋

赛后利用,积极发展特色马术

产业。聚焦新一代信息技术,

发展电子商务、人工智能、大

数据、5G 物联网等数字经济产

业。大力发展生态农业、智慧

农业、精品农业,推动农产品

产业化、规模化、效益化,打

响“桐庐味道”品牌。

2. 做强产业集聚平台

做大做强经济主平台,按

照“一个平台、一个主体、一

套班子”的体制架构,推动富

春未来城、富春山健康城与桐

庐经济开发区统一管理、一体

化运作。优化经济开发区空间

布局、聚焦主导产业,促进资

源高效配置、产业能级提升、

产城人融合发展,努力创建国

家级经济技术开发区和省级高

新技术产业园区。完成富春未

来城一期建设,打造全国一流

的快递科技数智新城。做强智

慧安防小镇、快递科技小镇、

健康小镇等省级特色小镇。做

优迎春商务区双创生态,创建

省级现代服务业创新发展区。

推动中心镇产业平台资源盘活、

提质提效,形成各具特色、充

满活力的块状经济。统筹规划

江南区块产城融合发展,加快

推进产业东延、城市东扩。主

动对接沪杭优质资源,探索“产

业飞地”建设。积极拥抱信息

技术变革,促进平台经济规范

健康发展。

3. 突出重大项目支撑

强化项目全生命周期管

理,实施新一轮扩大有效投资

行动,推进抽水蓄能电站等一

批“十四五”标志性项目建设。

创新投融资体制机制,盘活存

量资产资源,完善项目生成推

进机制。建立县领导领衔、专

班化运作的产业招商体系,做

强专业化招商队伍,打好产业

链招商、驻点招商、以商引商“组

合拳”,实现投资项目大提升,

力争 5 年新增落地 10 亿元项目

20 个以上、50 亿元项目 3 个以

上、百亿元项目实现突破。强

化产业链培育,支持“三通一

达”、海康威视、浙富水电、

康基医疗、智见科技、千芝雅

等链主企业打造产业生态圈。

构建亲清政商关系,大力

营造“尊商、重商、爱商、护商”

的浓厚氛围,全力打造营商环

境最优县。实施“凤凰行动”“雄

鹰行动”,支持企业拓展市场、

做大做强,建立重点企业上市

梯队培育体系,新增上市企业

5 家以上。推进单项冠军培育

计划,支持中小企业“专精特

新”发展。深化“小升规”“净

增规”培育行动,推动成长型、

科技型小微企业提档升规,科

技型企业实现“双倍增”。实

多措并举支持个体工商户纾困

5. 夯实人力资源基础

实施人才强县战略,科学

产业发展急需人才、社会事业

紧缺人才,做大人才基本盘。

开展企业家素质提升工程,加

强新生代企业家培养。实施省

级以上高层次人才和高素质青

年人才双倍增行动。打造创客

平台,健全青年人才留桐融桐

促进机制,加强“三位一体”

安居保障。开展新时代桐庐工

匠培育工程。推进“两进两回”

行动,支持青年和乡贤回乡创

业兴业。

(二)实施全域大美行动,

打造美丽中国引领地

笃行“绿水青山就是金山

银山”理念,开展新时代美丽

桐庐建设,强化县域大统筹、

全域一体化,协调推进新型城

镇化和乡村振兴,以未来视野

迭代打造“中国最美县”,全

力绘就各美其美、共富共兴的

美好图景。

1. 构筑空间格局之美

积极融入长三角一体化发

展,主动承接杭州主城区溢出

效应,匠心打造生态绿底、疏

密有致、山水城共融的杭州星

城。优化“一主一副四极”城

镇发展空间格局,提升中心城

区品质,增强分水镇县域副中

心辐射带动能力,打造江南、

横村、富春江、瑶琳等发展增

长极,擦亮百江、钟山、莪山、

合村、新合等绿色发展底色,

建设一批生态优美、产业兴旺、

文化传承、城乡融合的共同富

裕示范带、郊野单元风情带。

加快交通骨干网建设,完成杭

温铁路、湖杭连接线、临建高

速等重大项目建设,推进杭淳

开高速、温义宣高速、305 省

道(中段)、江南综合码头等

项目建设,谋划通用机场建设,

大力构建“两高铁四高速两水

道”的对外交通网络。优化东

站交通枢纽功能,打通城市道

路堵点,完善镇村路网体系,

构建联网畅达、功能完善的美

丽风景线。

2. 塑造风貌精致之美

建好用好县规划建设管理

委员会,建立统筹集约、多规

合一的规划统编体系。做精国

土空间规划、城市总体规划、

重点区域规划,编制县域综合

交通、桐庐东站高铁新城、富

春未来城 2 期等专项规划。构

建“城市—重点片区(节点)—

建筑(农房)”3 级设计体系。

按照未来社区理念推进城市建

设,有序开展老城区提升改造,

谋划启动沿江重点区块有机更

新,稳妥推进城中村整治改造,

让城市生长更新有序适度、生

机勃勃。高品质提升境内高速

入城口、主干道重要节点景观,

打造美丽亚运交通廊道和沿路

沿江多彩景观廊道。提升小区

物业管理,改造城区农贸市场,

不断提高城市管理水平和市民

生活品质。坚决保护自然和生

态环境,深化河长制林长制,

完善园林绿化管理体制,实施

新一轮生态保护修复行动。深

入打好污染防治攻坚战,推动

城乡污水处理提质增效,持续

加强扬尘源头管控,统筹开展

土壤、塑料污染治理,深化垃

圾分类,建设“无废城市”。

3. 厚植乡村迭代之美

深入推进“千村示范、万

村整治”工程,突出“提标提质、

串点成线、推动共富”核心要

求,开展村落风情线、特色精

品村、未来乡村建设,高质量

打造美丽乡村升级版,创建新

时代美丽乡村标杆县。实施美

丽乡村创建、乡村风貌管控、

环境综合整治“三大工程”,

加强农村建房管理,全域提升

人居环境。加强耕地保护,保

障粮食安全。推进农村移风易

俗,倡导树立孝悌和睦家风、

文明和谐乡风。深入实施全省

农业农村共同富裕实践试点,

推动重要板块(节点)连片开发、

组团经营。建设莪山民族乡村

共富标杆、钟山快递乡贤回归
